Scope Of The Role

The Electrical Senior Authorised Person is the lead electrical position within the project. They are accountable for managing and implementation of Mercury’s electrical safety rules across a portfolio of data centres ensuring that a safe system of work is always adhered to.

Key Responsibilities Of The Role

  • Safety
  • Senior Authorised Person will be responsible for any live or potentially live systems under their control.
  • Manage, audit and enforce the principles and application of control of hazardous energies procedures including operational control of lock out tag out system.
  • Identify electrical hazards and implement mitigation deemed necessary.
  • Be conversant with arc flash risk, hazard identification and mitigation measures, including electrical safety PPE. Monitor the condition of PPE and safety equipment, advice project Senior Authorised Person of calibration requirements or replacement safety equipment as required.
  • Manage, audit, employ and enforce adherence to an Electrical Safety Permit System including access control.
  • Manage, monitor and operate access control system in conjunction with approving, cancelling and closing Electrical Safety Permit System.
  • Implement Mercury SOP’s, jurisdictional requirements, client requirements, project specific ESSOW’s and ensure they are employed on the project through managing, auditing and permitting.
  • Complete any training required for compliance in jurisdiction and with Mercury ESSOW. Ensure team members are competent prior to appointment, including training requirements for their roles. This must be recorded and monitored to ensure continued development and compliance.
  • Plan and execute safe electrical energisations, isolations and switching including approval of requests, drafting and approval of switching plans. The Senior Authorised Person will ensure that approved switching plans and system boundaries are in place as required for HV/ MV and LV systems.
  • Escalate any safety breaches or non-compliance issues to the Person in Charge of the Electrical Installation and Senior Engineer prior to hazard causing risk.
  • The Senior Authorised Person will ensure periodic inspection and auditing is completed as required by Mercury’s SOP, client requirements and jurisdictional requirements.
  • Review and approve electrical safety related risk assessments and method statements.
  • Provide evidence of successful completion of colour blindness test if not done so during proof of qualification.
  • Assist in electrical incident investigations should an incident occur ensuring that all Accidents, Incidents or Dangerous Occurrence associated with work on Electrical Distribution Systems, are immediately notified to the Mercury Designated Person.
  • The Senior Authorised person must be fulltime onsite and nominate a deputy of equal competencies to act on limited occasions in their absence.
  • The Senior Authorised Person will ensure any project mitigation against electric shock and arc flash are adhered to including the provision, sign out and monitoring of arc flash PPE to effected personnel according to the project arc flash study or the assessment made by the Senior Engineer assisted by the Senior Authorised Person.
  • Technical
  • Be a qualified electrician awarded the National Craft Certificate as part of the national Framework of Qualifications or equivalent in the jurisdiction and verified by Naric.
  • OR
  • Have successfully obtained a suitable electrical award, equivalent to Level 6 or higher on the National Framework of Qualifications.
  • Complete jurisdictional training such as a recognised course in Verification, Testing and Certification and a recognised switching course at HV/MV and LV in previous two years.
  • Senior Authorised Person must be conversant with jurisdictional regulations and ensure compliance.
  • Be competent to perform pre and post connection electrical testing, perform live dead live testing and assess results for compliance and safety.
  • Be competent to perform electrical trouble shooting should an issue arise.
  • Monitor relevant subcontractors/ vendors ensuring works are being completed within legislation and Mercury SOP’s including testing procedures and results.
  • Be conversant and familiar with equipment or complete familiarisation training including but not limited to main panels, ACB’s, MCCB’s, MCB’s, RCBO’s, VSD’s, MCC’s, busbar, sub distribution boards and final circuits. Ensure necessary parties are also competent.
  • Understand, interpret and work from various forms of project information such as SLD\\\’s, wiring diagrams, schematics, punch list procedures, vendor manuals, etc. and “redline” as necessary and ensure that effected parties such as the Authorised Person team are familiar and compliant.
  • Understand, interpret and work from various forms of project documentation such as Punchlist Procedure, As Built Procedure, Vendor Manuals etc. ensuring familiarisation is also carried out with effected parties such as the Authorised Person team.
  • Review and manage of commissioning process’ from Level 2B to Level 5 including tagging process’ prior to energisation and activities to achieve successful IST.
  • Authorise Energisation and Isolation re quests ensuring that the system is utilised on the project.
  • Manage the Emergency removal of a safety lock should the condition arise.
  • Communication/Reporting
  • Establish and maintain positive and effective working relationships with project team, peer workers and vendors.
  • Establish and maintain positive and effective working relationships with permit applicants providing clarity and direction as required on the system including familiarisation training.
  • Senior Authorised Person will manage the electrical safety communication process’ on the project through warning signage, energisation notices, toolbox talks, system updates and permitting. Any concerns or incidents to be escalated to Person in Charge of the Electrical Installation, Nominated Senior Engineer and EHS Dept.
  • Share system status updates with project team and project Cx. Manager in a timely and concise fashion.
  • Attend project meetings sharing updates and limitations for future planned works. These may include but are not limited to site meetings, internal project meetings, engineering reviews, applicable planning and scheduling meetings and hand over meetings.
  • The Senior Authorised persons must present toolbox talks to the project teams at regular intervals throughout the project and share information with project EHS team to be included in tool box talks/ project safety communications.

Essential Criteria For The Role

  • Demonstrated history of delivering HV/MV Infrastructure projects, DC / DNO / IDNO / Power Generation if nomination is at HV or MV levels.
  • Experience managing work and safety precautions across control boundaries.
  • Experience performing / supervising advance cable works including phasing, testing, identifying.
  • Experience in testing and verification of HV/ MV and LV systems.
  • A trade background and 10 – 15 years previous experience managing large installation projects and sub-contractors.
  • Completed high voltage authorised person training course in last 2 years
  • Completed low voltage authorised person training course in last 2 years
  • Proven record of supervising and managing large installation projects
  • In depth knowledge of Health, Safety and Quality compliance
  • Experienced in design and build
  • Excellent technical knowledge of Electrical systems
  • Knowledge of Mechanical systems
  • Excellent IT skills
  • Excellent communication skills
  • Ability to work well within strict deadlines
  • Ability to drive a large-scale project
  • Qualified electrician awarded the National Craft Certificate as part of the National Framework of Qualifications or equivalent for the region.
  • OR
