We are recruiting for a HVAC Technician CBRE is looking for an experienced HVAC Engineer /Contract Liaison to work on behalf of ExxonMobil at a major refinery site. This role is focused on overseeing HVAC and associatedmechanical works delivered by an incumbent contractor. You will act as thekey liaison between CBRE, ExxonMobil and the contractor, ensuring that worksare carefully planned, correctly specified, delivered to the required standardand fully compliant with the agreed contract. The successful candidate will combine strong technical HVACknowledge with commercial awareness and contract management skills. You willverify, that works completed by the contractor are correct, necessary,appropriately valued and within the agreed scope of contract.
What You’ll Do
- Act as the primary engineering liaison between CBRE,ExxonMobil and the incumbent HVAC contractor.
- Review planned and reactive HVAC works to ensure they aretechnically appropriate and necessary.
- Verify that contractor works are completed in accordancewith the agreed scope, specification and contract requirements.
- Inspect completed works and confirm that the quality andstandard of workmanship meet ExxonMobil and CBRE requirements.
- Review contractor quotations, estimates, variations andapplications for payment.
- Validate that costs and valuations accurately reflect theworks completed.
- Identify and challenge any works, costs or variations thatfall outside the agreed contract scope.
- Ensure additional works are appropriately justified,authorised, and commercially agreed before proceeding.
- Monitor contractor performance against agreed KPIs, SLAsand contractual obligations.
- Review job reports, completion records, timesheets,materials, and supporting documentation.
- Ensure planned maintenance and reactive works are correctlyrecorded and closed out.
- Attend site meetings and contractor progress meetings asneeded.
- Provide technical advice and support to ExxonMobil and CBREfacilities management teams.
- Identify opportunities to improve contractor performance,reliability, and value for money.
- Ensure all works follow relevant health, safety,environmental and site-specific requirements.
- Support audits and provide clear documentationdemonstrating that contractor works and expenditure have been carefullyreviewed and controlled.
Contract & Commercial Assurance
A key part of the role will be ensuring that CBRE and ExxonMobil receive value for money and contractual compliance from the incumbent contractor.
The Successful Candidate Will Be Expected To
- Understand the contractor’s agreed scope of services and contractual responsibilities.
- Distinguish between works included within the existingcontract and genuine additional works.
- Challenge inappropriate, unnecessary, or unsupportedvariations.
- Check that quoted costs are reasonable and supported byappropriate information.
- Validate labour, materials, plant, and other costs whereapplicable.
- Confirm that invoices and valuations accurately reflectcompleted works.
- Ensure variations are properly documented and approvedbefore works begin where practical.
- Maintain a clear audit trail for significant works andexpenditure.
- Escalate discrepancies, recurring issues, or contractualconcerns to the appropriate CBRE management team.
What You’ll Need
- ProvenHVAC engineering experience, ideally within an industrial, refinery, petrochemical or other complex engineering environment.
- Strongtechnical knowledge of HVAC and mechanical building services.
- Experiencemanaging, supervising, or overseeing third-party contractors.
- A good understanding of maintenance contracts, scopes of work and variations.
- Experiencereviewing contractor quotations, valuations, and invoices.
- Strongattention to detail and the confidence to challenge contractor proposals whereappropriate.
- Excellentcommunication and stakeholder-management skills.
- Strongcommercial awareness combined with sound technical judgement.
- Theability to work independently and manage competing priorities.
- Astrong commitment to health, safety and compliance.
Desirable Experience
Experiencein the following areas would be advantageous:
- Refinery,petrochemical, COMAH or other high-hazard industrial sites.
- Facilitiesmanagement or engineering contract management.
- Contractorperformance management.
- HVACmaintenance contracts.
- Costvalidation and commercial assurance.
- Permit-to-workand site safety systems.
- BMS,AHUs, FCUs, chillers, ventilation and associated mechanical systems.
- Workingwithin a client/contractor delivery model.
