Strategic Business Manager | Gloucester
Strategic Business Manager position in one of Gloucestershire's leading primary care practices. The practice is a large, purpose-built training facility serving over 15,000 patients, with an ambitious leadership team and a culture that encourages growth and innovation.
Location
Located just outside Gloucester, close to Gloucester city centre (10 minutes) and Cheltenham (15 minutes). The modern surgery offers free on‑site parking.
Overview
The role is a strategic appointment in senior leadership, line‑managing the practice management team and partnering with Practice Partners to shape the future of the organisation. Responsibilities span financial performance, workforce, governance, estates and service development within a high‑performing practice that is actively growing.
Role
Reporting to the Managing Partners, the Senior Business Manager has line‑management responsibility for the Practice Manager and Operations Manager. The position is 30 to 37.5 hours per week, with flexible working patterns.
Responsibilities
- Strategic leadership for finance, workforce, governance, estates, service delivery and organisational development.
- Full financial management: budgeting, variance analysis, income optimisation across GMS, QOF, DES and LES streams; liaison with the practice accountant and reporting to Partners.
- Lead CQC readiness, governance frameworks, risk management, compliance and business continuity.
- Workforce strategy: succession planning, staff wellbeing, retention and leadership capability.
- Oversee estates, health and safety and long‑term infrastructure planning, including a planned third‑wing extension.
- Represent the practice within the PCN, Integrated Care System and wider stakeholder forums.
- Drive improvements in patient access, experience and service quality, supporting transition to a triage‑led access model.
Qualifications & Experience
- Significant senior management experience in primary care, NHS or a similarly complex regulated environment.
- Proven strategic leadership with hands‑on operational and financial management experience.
- Strong financial acumen, including budget setting, contract monitoring and income management.
- Knowledge of primary care contracts, NHS structures, CQC requirements and governance obligations.
- Collaborative, approachable leadership style suitable for a warm, social, high‑performing practice culture.
- Postgraduate management qualification (MBA, ILM, CMI or equivalent) desirable but not essential if experience is strong.
Salary & Benefits
Approximately £65,000 per FTE, potentially enhanced for candidates with a strong finance background. Standard NHS pension scheme and free on‑site parking. Flexible working pattern from 3 days to full‑time.
