The Organisation

Mencap is the UK’s leading charity for people with a learning disability, combining high-quality services with national advocacy and influence. Personal Support Services (England) is at the heart of Mencap, with c. £185m turnover, 4,500+ colleagues, providing social care support for around 4,000 people. Following significant transformation over recent years, and the launch of our new strategy, Mencap is on a strong footing for future growth. The next phase focuses on accelerating growth, strengthening delivery, and establishing consistently sector-leading quality.

The Role

This is one of Mencap’s most senior appointments and a key Executive Team role, leading a large, complex and nationally significant portfolio. You will provide strategic, operational and commercial leadership, with responsibility for performance, growth and quality across Personal Support Services (England).

Key responsibilities include:

  • Leading strategy, performance and transformation of a major national service portfolio
  • Driving consistently high-quality, person-centred support across services
  • Building strong relationships with commissioners and system partners and future-proofing the service mix, including specialist provision
  • Delivering sustainable growth aligned to impact and financial performance
  • Leading and inspiring a team of 4,500+ colleagues
  • Contributing fully to the leadership of Mencap and role-modelling Mencap’s values
  • Champion Mencap's Belonging, Equity, Diversity and Inclusion agenda, embedding inclusive leadership, lived experience and equitable opportunities for colleagues and the people Mencap supports

The Candidate

You will be a senior, values-led leader with experience of operating at scale in complex, multi-site environments. You will bring:

  • A strong track record of delivering high-quality, person-centred services
  • Experience of leading growth, transformation and large-scale operations
  • Commercial and financial acumen
  • Executive-level experience, including Board engagement
  • Credibility with commissioners, regulators and partners
  • The ability to lead and inspire large, dispersed teams
  • A clear commitment to Mencap’s mission and values
  • Experience in learning disability or comparable services is highly desirable.
