At Melton Borough Council, we are looking for a motivated and detail-focused professional to lead the monitoring and management of developer contributions, ensuring that funding secured through the planning system helps deliver the infrastructure, services and facilities our residents need.

This is a unique opportunity to join a forward-thinking Planning Service at a time of significant growth and change. You will play a key role in ensuring that contributions secured through Section 106 agreements are collected, monitored, reported and spent effectively, helping to fund improvements to schools, highways, open spaces, community facilities and other essential infrastructure. The role will also support emerging work on the Infrastructure Funding Statement, developer contributions policy and the potential future introduction of the Community Infrastructure Levy (CIL).

What you'll be doing

You will:

• Manage and maintain the Council's developer contributions monitoring systems and records.
• Track legal obligations, payment triggers and infrastructure delivery requirements.
• Work closely with planning, finance, legal and service teams to ensure contributions are collected and allocated appropriately.
• Build strong working relationships with developers, infrastructure providers and partner organisations.
• Produce reports and performance information for senior officers, councillors and external stakeholders.
• Help shape the Council's future approach to developer contributions, infrastructure planning and funding.

About you

We're more interested in finding the right person than a specific career background.

You may already work in:

• Planning (development management or planning policy)
• Local government finance
• Programme or project management
• Legal or governance services

What matters most is that you can manage complex information, work confidently and independently with data and financial information, build positive relationships, and maintain a strong eye for detail.

Experience of developer contributions, Section 106 agreements or CIL would be beneficial, but we are equally interested in hearing from candidates who can demonstrate transferable skills and the ability to develop specialist knowledge quickly.
