Overview

As Head of HRA Property & Assets, you’ll lead asset management, repairs, compliance, development, and energy services across Medway’s 3,000+ council homes. You’ll shape strategy and oversee a multi-disciplinary team to improve asset performance, reduce lifecycle costs, and ensure safety compliance. The role sits at the heart of the One Medway Plan, delivering high-quality, tenant-focused housing and sustainability goals. You’ll drive transformation, partner with stakeholders, and push for EPC C by 2030 and carbon neutrality by 2050.

Responsibilities

  • Lead asset management, repairs, compliance, development, and energy services across the housing stock
  • Manage annual budgets of 15m–30m ensuring value for money and alignment with the HRA Business Plan
  • Ensure full compliance with building safety and landlord responsibilities (gas, electrical, fire, asbestos, water safety)
  • Develop and implement long-term strategies to improve asset performance and reduce lifecycle costs
  • Champion sustainability efforts and contribute to carbon neutrality goals
  • Oversee a multidisciplinary team including four senior managers and external contractors/consultants
  • Ensure tenant voice informs decision-making processes

Key requirements

  • Significant senior leadership experience in housing or a regulated environment
  • Proven track record of improving compliance, service quality, and tenant outcomes
  • Experience managing large budgets and complex programmes
  • Ability to lead multi-disciplinary teams and transformation initiatives
  • Deep understanding of social housing regulation and landlord compliance
  • Strategic thinking and influencing at senior level (Members and regulators)
  • Strong financial, commercial, and performance management capability
