Responsibilities
- Review, acquire, lease and dispose of land and properties, including preparing valuations and negotiating transactions.
- Conduct landlord and tenant valuations, ensuring statutory financial reporting deadlines are met.
- Negotiate easements, wayleaves and covenants to secure best value for the council.
- Manage tenant alteration, assignment or subletting requests and ensure compliance with best estate management practice.
- Identify and appoint professional advisors and specialists; instruct EPC surveys to meet energy efficiency standards.
- Lead corporate property projects, collaborate across boundaries to achieve corporate goals.
- Implement valuation and asset management functions, reviewing income budgets, managing debt levels and ensuring compliance with legal requirements.
- Provide accurate data to the Data Manager for statutory property database maintenance.
- Develop and implement policies, strategies and asset management plans, including the Council’s Corporate Property Strategy.
- Deputise for the head of service or assistant director on property-related matters.
Qualifications
- Chartered Surveyor with minimum five years post‑qualification experience.
- Strong knowledge of valuation, asset management and municipal property portfolios.
- Experience negotiating and managing property transactions, including landlord, tenant and corporate projects.
- Proficiency in statutory reporting, financial analysis and maintaining property databases.
- Legal and compliance awareness, including energy efficiency standards and EPC surveying.
- Excellent stakeholder liaison skills and ability to embed council values.
- Right to work in the UK; no sponsorship will be provided.
