Permanent & Full Time (36.25 hours per week)
Mainly site based with 1-day remote and ad hoc travel required to other sites in Greater Manchester
£47,500 – £52,000 plus exceptional benefits package, including 48 days annual leave (inclusive of statutory holidays) and 20%+ employer pension contributions

Reporting directly into the Director of People & Culture, this newly created opportunity is part of a recent organisation wide HR transformation project and is a testimony to my client’s passion to create a vibrant, inclusive, and people-first organisation.
Leading a small team, you will play a pivotal role in Talent Attraction, Learning & Development, Career Pathways and Workforce Planning.
Key responsibilities of the Talent Attraction & Development Manager:
* Lead the Talent Attraction and Development Team to support the organisation’s People and Culture ambitions.
* Redesign and launch the Career Pathway Development Scheme and expand Learning & Development initiatives.
* Oversee talent attraction, selection, and onboarding processes to improve the candidate experience and ensure compliance with statutory and regulatory obligations.
* Develop and implement key People and Culture initiatives, including competency frameworks, career families, performance management, leadership development programs, and workforce planning.
* Manage the Applicant Tracking System and ensure optimal utilisation and timely reporting.
* Develop and achieve service levels and key performance indicators for the Talent Attraction and Development team.
* Lead the implementation of the job evaluation system and ensure compliance with safeguarding and safer recruitment requirements.
* Maximise the utilisation of the apprenticeship levy for both existing staff and vacancies.
Key requirements for the Talent Attraction & Development Manager:
* You will be an experienced HR and or Learning & Development professional with strong knowledge and experience gained within Learning and Development, Talent Attraction, HR Best Practices, EDIB, Workforce Planning and Career Pathways.
* Ideally you will have previously worked for a complex and highly regulated not-for-profit organisation whose strong values are at the heart of everything they do.
* You will be fully CIPD qualified or part-qualified, however, experience is key for this role.
* Knowledge of Safer Recruitment initiatives would be advantageous but is not essential.
* You will pride yourself on being a ‘do-er’ with strong intellect and strategic thinker who enjoys rolling your sleeves up.
* Natural leader with strong coaching skills and ability to keep teams focused, motivated and incentivised.
* Excellent analytical skills and are highly data driven.
* Experience in collaboration with and coaching others to continuously improve performance.
