We are seeking a proactive and detail-oriented Building Safety Levy Officer to join our Compliance team who will be integral to implementing a strong robust service around the new Building Safety Levy.

This is an exciting opportunity to play a key role in implementing and administering the Building Safety Levy, ensuring compliance with new and evolving legislation. Working closely with internal teams, developers, and external stakeholders, you will be responsible for assessing developments, calculating levy liability, and managing the collection process. Your work will directly support the delivery of safer buildings and stronger regulatory compliance. This role will cover both Chorley and South Ribble Building Control applications.

What you’ll be getting up to:

  • Assess building applications to determine levy applicability, ensuring accuracy and compliance.
  • Work with developers and internal teams to explain requirements and guide them through the process.
  • Manage levy accounts, track payments, and ensure charges are applied and collected correctly.
  • Respond to queries and resolve issues, from routine to complex cases.
  • Maintain clear records to support audit, compliance, and reporting.
  • Collaborate across finance, planning, and building control to keep processes running smoothly.
  • Apply legislation in practice, supporting the council's statutory obligations.
  • Identify opportunities to improve processes and increase efficiency.

  • Knowledge and experience of building control and/or planning processes, ideally within a regulatory or local authority environment.
  • Experience working with charging or fee‑based regimes and producing financial returns or reports.
  • Strong analytical skills, with the ability to interpret legislation, guidance, and complex information and apply it in practice.
  • A keen eye for detail, with confidence working with data, identifying discrepancies, and ensuring accuracy.
  • The ability to lead on new processes and procedures, working collaboratively across planning, finance, and building control teams.
  • Excellent communication skills, with the ability to clearly explain requirements and engage a range of stakeholders with confidence and diplomacy.

Other requirements:

  • This role requires some travel around our boroughs. You should have a valid driving licence or the equivalent mobility.
