Job Overview
The Bid Manager will lead Ashley & Mc Donough Community Division's bidding, procurement and framework strategy, driving sustainable growth through the identification, qualification and successful conversion of contract opportunities.
This is a strategic leadership role focused on determining which customers, frameworks, markets and procurement opportunities the Division should pursue, developing key procurement relationships, and leading the delivery of high-quality, winning submissions.
Supported by a Bid Co-ordinator, the postholder will concentrate on opportunity identification, framework strategy, bid/no-bid decisions, tender leadership, customer engagement and bid excellence.
Responsibilities
- Bid Mangement & Writing
- Take overall responsibility for major tender submissions from qualification through to contract award.
- Coordinate contributions from operational, commercial, technical and support functions.
- Produce high-quality, compliant and persuasive bid responses.
- Support presentations, interviews, clarifications and post-tender activity.
- Procurement & Customer Engagement
- Build and maintain strong relationships with procurement teams across existing and prospective customers, including housing associations, local authorities, public sector bodies and commercial clients.
- Develop early visibility of future procurement opportunities, contract renewals and market activity.
- Attend supplier engagement events, procurement briefings and market consultation activities.
- Gather and share market intelligence to inform business growth and bidding priorities.
- Framework & Procurement Strategy
- Manage relationships with framework providers, procurement agencies and consortia.
- Assess and recommend framework opportunities that align with business objectives.
- Maintain visibility of framework renewals, call-off opportunities and route-to-market options.
- Ensure the business is well positioned within relevant procurement networks.
- Opportunity Pipeline & Qualification
- Maintain a forward pipeline of procurement opportunities.
- Evaluate opportunities against strategic fit, capability, commercial viability, competitive landscape and probability of success.
- Lead robust bid/no-bid assessments and provide recommendations to senior management.
- Tender Strategy & Bid Leadership
- Develop winning strategies for approved opportunities.
- Translate customer requirements into compelling, customer-focused submissions.
- Establish clear win themes, differentiators and solution strategies.
- Lead bid planning, stakeholder engagement and submission governance.
- Team Leadership
- Manage and develop the Bid Co-ordinator.
- Ensure bid administration, procurement portals, standard documentation and bid libraries remain accurate and up to date.
- Drive continuous improvement in bid processes, content and compliance.
Skills And Experience
- Proven experience in bid management, tendering and procurement within social housing, property services, construction or related sectors.
- Strong understanding of public sector procurement and framework arrangements.
- Demonstrable success in securing framework appointments and contract awards.
- Excellent stakeholder management, communication and relationship-building skills.
- Strong commercial awareness, strategic thinking and project management capability.
- Highly developed bid writing and presentation skills.
