Are you an experienced Procurement Manager looking to build on your experience within a large public sector organisation? MCS Group are delighted to be working with Northern Ireland Fire and Rescue Service on this temporary role. This is an exciting opportunity to work with a company that provides an important public service across Northern Ireland and employs over 2000 staff, across over 70 sites.

The Procurement and Contracts Manager will be working closely with the Senior Finance Business Partner, to provide an excellent and efficient procurement and contract service. As a Manager, you will be leading a team of Procurement Administrators and assisting procurement colleagues within the wider finance team and other departments. You will look at innovative procurement means within the boundaries of the legislative framework, leading on day to day procurement and contract management, coordinating relationships and activity with internal and external stakeholders.

You will develop and maintain a procurement plan with the flexibility to manage emerging and critical needs and you will lead on preparing procurement documents for departmental submission. You will implement processes, develop reporting mechanisms and assist with the annual business plan. You will implement an assurance and accountability framework, ensuring you are up to date with legislation, policies, and processes.

The person

  • You will have excellent communication skills and ideally experience working in a public sector organisation.
  • To be considered you will have the following:
  • A degree or equivalent qualification and hold current membership of CIPS.
  • At least 2 years' relevant experience within a large complex organisation doing at least 2 of the following: Contracts Management, Operational Procurement, application of procurement legislation, current EU directives and contract law.
  • If you do not have the academic qualifications and/or CIPS you will be considered with 5 years experience of the above point.
  • Have at least 2 years of experience managing a team to deliver results.
  • Experience developing and maintaining strong working relationships.
  • Have a current driving licence or have access to a form of transport that will allow you to meet the requirements of the post.

The role

  • Location: Lisburn
  • Pay rate: £22.66 per hour
  • Duration: Temporary, initially for 6 months
  • Benefits: flexible, hybrid working
  • Hours: Monday- Friday 36.25 hours per week
