MCS Group have partnered with a Public Institution to recruit for a Procurement and Contracts Co‑ordinator. This role will provide an excellent opportunity to support effective procurement activity, contract management and commercial decision‑making within a leading public sector organisation. Working as part of a dedicated procurement team, the post holder will co‑ordinate a range of procurement activities, provide advice and guidance to internal stakeholders, and support the delivery of value‑for‑money outcomes through effective supplier engagement and contract management. The successful candidate will develop strong working relationships across the organisation and with external stakeholders, ensuring procurement processes are followed, governance requirements are met, and continuous improvement opportunities are identified.
Key Responsibilities
- Providing effective procurement support and advice across the organisation.
- Co‑ordinating procurement competitions up to £50k in value, including formal quotations, tenders, framework engagements, contract extensions, single source awards and direct award contracts.
- Ensuring accuracy of specifications, pricing schedules and procurement documentation.
- Leading supplier evaluation and selection processes based on quality and cost criteria.
- Managing contract registers, procurement pipelines and supplier set‑up requests.
- Supporting contract management activity, including supplier KPI monitoring and contract management meetings.
- Undertaking spend analysis and monitoring supplier spend against contracts.
- Supporting procurement governance, risk management and compliance with procurement legislation and best practice.
- Maintaining strong relationships with internal teams, suppliers and external stakeholders.
Essential Criteria
- A third level qualification in procurement and/or contract management AND a minimum of two years' experience working in a role involving the management of procurement competitions or a minimum of 4 years practical experience working in a role involving the management of procurement competitions.
- Previous experience of providing a procurement and contract management business partnering service to a diverse range of users - demonstrating a highly collaborative approach.
- Previous experience of advising a range of stakeholders in the procurement process and preparation of specifications and other related procurement documentation.
- Previous experience of working collaboratively with a range of stakeholders to provide appropriate procurement solutions for the engagement of third‑party supplies/services.
- Knowledge of procurement legislation and best practice relating to Northern Ireland.
- Working knowledge of Microsoft Office, including Excel and Word.
- Experience of undertaking supplier spend analysis.
- Experience of using electronic tendering systems and/or contract management systems.
Desirable Criteria
- Experience of working within a Public Sector procurement department/team.
- Experience of using Business Central (Finance System).
- Experience of using PowerBI.
- Knowledge and experience of internal and/or external audit requirements within Procurement.
