Are you an experienced regulatory leader ready to take on a Head of Compliance and Enquiries role, overseeing investigations, charity monitoring, and regulatory assurance within the charitable sector? MCS Group are delighted to be partnering with the Charity Commission for Northern Ireland to hire a permanent Head of Compliance and Enquiries.

The organisation: The Commission is a non-departmental public body sponsored by the Department for Communities and established under the Charities Act (Northern Ireland) 2008. It regulates the charity sector in Northern Ireland, working to promote public trust and confidence in charities. The Commission's role is to help ensure charities are well run, accountable and able to make a positive difference in people's lives. It does this through proportionate regulation, guidance and advice, and by promoting good governance and best practice across the sector. Its work is guided by clear objectives and values that emphasise integrity, independence, accessibility and effectiveness as a public body.

The role: Lead and manage the Compliance and Enquiries function, overseeing regulatory enquiries and investigations within the charity sector. Lead the development and implementation of systems and processes for the annual monitoring of all registered charities in Northern Ireland. Lead and manage the development of reporting frameworks and systems for charity accounts and financial oversight. Provide senior oversight and expert input on complex cases, section 22 inquiries, tribunal appeals, and regulatory reviews. Advise the Board, Chief Executive, Senior Management Team, and operational teams on compliance, investigations, and regulatory matters. Contribute to the achievement of strategic objectives and support the development of internal and external policy. Act as a member of the Senior Management Team, leading and developing staff, managing resources effectively, and reporting to the Board and Committees.

The Person As the successful candidate you will have the following background and experience:

  • Essential: Third-level qualification in a relevant discipline.
  • Extensive experience in a relevant discipline.
  • Experience overseeing monitoring and compliance activities.
  • Experience working with investigations procedures.
  • Experience managing and developing teams.
  • Experience applying risk profiling and risk-based approaches to decision-making.
  • Experience preparing reports and briefings for senior leadership.
  • Experience analysing complex information to inform decisions.

Desirable Criteria: Investigative Practice Certificate or equivalent. Accountancy-related qualification.
