We are recruiting on behalf of the Business Services Organisation (BSO) for a Band 7 Business Analyst / Project Manager to join the Digital Operations Directorate on a fixed-term basis until March 2026.
This is an exciting hybrid role combining business analysis expertise with hands-on project management, ideal for someone who enjoys turning complex data and processes into successful digital solutions.
The Role
As a key member of the Digital Operations team, you will play a central role in delivering major ICT and digital transformation projects across Health and Social Care Northern Ireland (HSCNI).
- Lead the analysis and documentation of complex business workflows, systems and data requirements across multiple service areas.
- Plan, coordinate and deliver ICT projects, ensuring they meet agreed time, cost and quality standards.
- Collaborate with multidisciplinary teams, vendors and stakeholders to define requirements, mitigate risks and deliver sustainable outcomes.
- Support the development and implementation of programme and portfolio management strategies, contributing to the organisation\’s wider transformation objectives.
- Monitor project progress, report on outcomes, and manage budgets, risks and dependencies across interrelated programmes.
- Lead testing, training and business readiness activities to ensure the successful implementation of new systems.
- Promote continuous improvement, best practice and innovation across all areas of project delivery and business analysis.
The Person
- Proven experience in programme or portfolio management within a large or complex organisation.
- Demonstrable experience in both business analysis and project management, including ICT-supported projects.
- The ability to analyse complex business processes, manage stakeholders and deliver measurable outcomes.
- Excellent communication, negotiation and influencing skills with the ability to present complex information clearly.
- Strong organisational skills with the ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Office and familiarity with recognised project management tools or methodologies (for example, PRINCE2 or Agile).
