PURPOSE AND SCOPE:
Under the supervision of the Financial Manager, the Research Financial Services Supervisor provides financial administrative and management support to researchers. This position will be the researcher’s primary contact for all post-award concerns. This position will liaise with Financial Services and Office of Sponsored Research (OSR), as well as other appropriate units within the University. This position interacts with staff at all levels, including academic, administrative and support staff to provide guidance and training. As the supervisor of the Faculty’s FST Office you will be expected to guide the team during any roll-out of projects initiated by central and the Faculty.
MAJOR DUTIES & RESPONSIBILITIES:
- Financial Management
- Supervises the FST including training and development and delegation of tasks.
- Understand and interpret University’s and Granting Agency’s policies, guidelines and procedures.
- Enforce compliance within policies to ensure required controls are adhered to.
- Review fund balances and expiry dates in collaboration with Research Financial Management Services (RFMS) and Office of Sponsored Research (OSR) for planning purposes and ensure continuity/renewal of FOAPAL account where applicable.
- Validate expenditures for compliance with policies and regulations applicable to external Sponsors and University, using reporting tools and protocols advocated by Financial Services.
- Periodically review the FFM’s financial statements to identify and correct potential wrong charges, this may include salary commitments and coordinating with Human Resources to ensure compliance with termination notices where necessary.
- Where necessary, meet with the FFM on a periodic basis to ensure the financial position across all funding sources is understood.
- Liaise with RFMS when prompted for assistance with resolution of fund over-expenditures, filing of financial reports to Sponsors and other relevant information related to the fund activities.
- Analyze with the budget aspect of any new grant applications in conjunction with the pre-award offices.
- Regularly run control reports to ensure sound financial management of all researchers funds.
- Assist the Financial Officer in promoting and implementing practices which support sound record retention.
- Act as reviewer and approver for various financial transactions including but not limited to advances, expense reports, and salary charges.
- Communication
- Disseminate all important communiques from Central Administrative offices to local users to ensure full communication of important messages.
- Communicate University and Granting Agencies policies & procedures to promote compliance with all applicable regulations.
- Training
- Provide guidance and training to local users/members on financial affairs and policy implementation to ensure best practices are followed for financial transactions including Expense Reimbursements, PCards, BSA, MMP, etc.
- Provide training and support to roll out new systems or tools.
- Act as the help desk to local users.
