The Mayor’s Office for Policing and Crime (MOPAC) is the organisation through which the Mayor of London exercises his role as the Police and Crime Commissioner for London. It is led by the Deputy Mayor for Policing and Crime. MOPAC undertakes a broad range of statutory duties and works closely with the Mayor of London, Metropolitan Police Service, government and wider statutory partners to deliver the priorities that will create safer London communities.

MOPAC plays a vital role in holding the Metropolitan Police Service (MPS) to account on behalf of Londoners. We are seeking a highly capable and strategic Head of MPS Oversight and Performance to take a leading role in overseeing MOPAC’s strategy for oversight of the MPS, ensuring equalities considerations are at the heart of the strategy, and providing strategic leadership to three teams covering policing policy and national engagement, workforce and professionalism, and governance.

MOPAC's core statutory duty is to oversee the efficiency and effectiveness of the MPS. This post is integral in the delivery of this duty, working closely with the MPS, the Mayoralty, across MOPAC teams, and with the London Policing Board and its Committees, in delivering effective oversight.

Key Responsibilities
  • Producing and maintaining the MOPAC strategy for oversight of the MPS, including ensuring equalities considerations are a core element of this, and coordinating and leading MOPAC’s work day-to-day in implementing this.
  • Overall responsibility for the smooth functioning of the London Policing Board and its Committees, as well as leading on the London Policing Ethics Panel.
  • Leading on the relationship related to MOPAC-MPS data sharing and access.
  • Ensuring MOPAC meets its statutory and operational obligations around police complaints and the wider misconduct system.
  • Management and leadership of three distinct senior management led teams and their staff.
About You
  • A strong understanding of policing and criminal justice (either operational or policy).
  • Excellent stakeholder and Board management skills, with an ability to work with recognised experts in their fields and mould a successful team.
  • Experience of creating and maintaining a system of oversight and assurance, with the ability to draw on a range of data and written material to establish the right governance structures and summarise in regular narrative assessments for politicians and the public.
  • Experience of devising and maintaining performance frameworks – quantitative and qualitative – in a public sector, working in partnership and service delivery within a criminal justice environment setting.
  • Exceptional ability to communicate, build relationships and influence senior stakeholders and partners, including political and operational leaders.
  • Ability to work in a pressured environment and deliver MOPAC priorities at pace.
  • Strong experience in leading and managing high performing teams to deliver outcomes and maintain service delivery.
