This is a strategic business development role focused on accelerating Mastek's Oracle Cloud ERP and HCM business across the UK Central Government and Bluelight sectors. Mastek already has a well-established Public Sector presence, with strong credentials across Digital, Data & AI, Cloud, Engineering, Cyber Security, Managed Services, and wider transformation programmes. The successful candidate will build on this strong foundation rather than creating a new market from scratch. The role is responsible for developing and executing the go-to-market strategy, building executive-level relationships, generating new business opportunities, and securing complex, multi-million-pound Oracle Cloud transformation programmes.

Working closely with leadership, Oracle alliance teams, and delivery teams, the individual will leverage Mastek's existing customer relationships and proven delivery capabilities to drive business growth. This is a hunter role, requiring a proven ability to create and convert a strong pipeline of net-new opportunities rather than manage existing accounts. The ideal candidate will have a successful track record of selling Oracle Cloud ERP/HCM solutions into UK Central Government and/or Bluelight organisations, navigating complex procurement environments, and closing high-value transformation deals. They will also identify opportunities to expand customer engagements across Mastek's broader portfolio, including Digital, Data & AI, Cloud, Cyber Security, and Managed Services, contributing to long-term strategic growth.

Having successfully delivered Oracle Cloud transformation programmes across Local Government and Higher Education, we are now making a strategic investment to accelerate our Oracle Cloud ERP and HCM business across Central Government and Bluelights. This is a unique opportunity for an entrepreneurial sales leader to build and grow a strategic business, leveraging Mastek's existing customer relationships, public sector credentials and proven delivery capability.

Working directly with senior leadership, you will shape the go-to-market strategy, build executive relationships, win transformational Oracle Cloud programmes and help customers realise the value of Oracle Cloud while expanding opportunities across Mastek's wider portfolio including Digital, Data & AI, Cloud, Cyber Security and Managed Services. Responsibilities

  • Develop and execute the go-to-market strategy for Oracle Cloud ERP and HCM across Central Government and Bluelights.
  • Identify and develop strategic opportunities across Central Government departments and Bluelight organisations, including Police, Fire, Ambulance and Justice.
  • Build trusted executive relationships with CIOs, CFOs, Chief Digital Officers, HR Directors and other senior stakeholders.
  • Contribute to the continued growth of Mastek's wider Public Sector business by identifying opportunities across our broader portfolio.

Win New Business

  • Own a significant annual Order Book target for Oracle Cloud business.
  • Generate a sustainable self-sourced pipeline through proactive business development.
  • Lead the full sales lifecycle from opportunity identification through to contract signature.
  • Drive new logo acquisition while growing strategic customer relationships.
  • Work closely with Presales, Consulting and Delivery teams to develop winning solutions.
  • Collaborate with Oracle and internal practices including Data & AI, Cloud, Cyber Security, Digital Engineering and Managed Services.
  • Ensure opportunities are effectively qualified and transitioned into delivery.

Represent Mastek in the Market:

  • Build a strong external profile through industry events, customer engagement and thought leadership.
  • Develop strategic relationships with Oracle and other alliance partners.
  • Monitor market trends, procurement developments and emerging opportunities across Central Government and Bluelights.

What We're Looking For:

  • Commercially driven sales leader who enjoys building businesses and creating new opportunities.
  • Significant experience selling enterprise software or digital transformation programmes into UK Central Government and/or Bluelight organisations.
  • A proven track record of winning Oracle Cloud ERP and HCM transformation programmes.
  • Experience working within a Systems Integrator environment.
  • Strong understanding of Oracle Cloud applications and the wider Oracle ecosystem.
  • Demonstrable success in generating self-sourced pipeline and winning complex, multi-million-pound transformation programmes.
  • Experience building trusted relationships with executive stakeholders.
  • A collaborative approach with the ability to work across Sales, Presales, Consulting, Alliances and Delivery teams.
