The Program Manager is a senior digital delivery leader and seasoned Agile expert, accountable for embedding exceptional delivery practices across the Digital Prevention Services Portfolio. The role provides portfolio‑level leadership across multiple delivery teams and Delivery Managers, ensuring consistent, high‑quality outcomes while maintaining continuity of patient‑critical national services.

A core responsibility of this role is to lead and assure delivery readiness for supplier transition activities later this year, including mobilisation, handover, ethical‑wall operation within rainbow teams, knowledge transfer, and risk management. The post holder will operate with delegated authority, working closely with NHS England senior leadership, product and technical leads, and external suppliers to ensure stability, pace, and assurance. Prior experience delivering UK Government or NHS digital services is essential. Strong knowledge of GDS service standards and User‑Centred Design (UCD) is a significant advantage.

Strategic Delivery Leadership
  • Provide portfolio‑level accountability for delivery across Digital Prevention and Digital Screening services.
  • Establish and maintain clear delivery control, including prioritisation, dependency management, risk and issue governance, and performance reporting.
  • Own and maintain a rolling 12‑month delivery roadmap, aligned to quarterly objectives and NHS England strategic priorities.
  • Act as a senior escalation point for complex delivery, commercial, and cross‑supplier issues.
Agile & Delivery Excellence
  • Champion and embed Agile, product‑led delivery practices across all teams.
  • Coach and support Delivery Managers and Delivery Leads to operate consistently at a high standard.
  • Ensure multidisciplinary teams operate effectively across Discovery, Alpha, Beta and Live phases in line with GDS and NHS Service Standards.
  • Promote outcome‑driven delivery using value‑based backlogs, measurable KPIs, and transparent reporting.
Supplier Transition & Mobilisation
  • Lead delivery assurance for supplier transition activities later in the year, including:
    • Mobilisation and onboarding
    • Knowledge transfer and documentation
    • Ethical‑wall operation in multi‑supplier environments
    • Risk assessment and mitigation
    • Exit and transition planning
  • Ensure continuity of live services with zero avoidable disruption to national screening programmes.
  • Oversee delivery of formal transition artefacts, including handover plans, RAID logs, decision logs, and delivery run‑books.
Governance, Assurance & Risk
  • Ensure all delivery operates within required assurance frameworks, including:
    • Clinical Safety (DCB0129 / DCB0160)
    • Information Governance and Security
    • GDS assessments and NHS service assurance
  • Lead preparation for governance reviews, audits, and service assessments.
  • Proactively manage cross‑cutting risks across programmes and suppliers, escalating with evidence‑based recommendations.
Stakeholder & Leadership Engagement
  • Act as a trusted delivery partner to NHS England Senior Leadership Teams and Programme Boards.
  • Represent Digital Screening delivery in wider Product & Platform governance forums.
  • Facilitate effective collaboration between policy, clinical, operational, digital and supplier stakeholders.
Capability Uplift & Sustainability
  • Lead the development and maturity of delivery capability within NHS England teams.
  • Ensure structured knowledge transfer and coaching is embedded into delivery.
  • Support succession planning and sustainable in‑house delivery beyond supplier contracts.
Essential Experience & Skills
  • Senior digital delivery leadership experience within UK Government, NHS, or equivalent regulated public‑sector environments.
  • Proven track record of leading delivery across large, complex digital portfolios.
  • Deep experience of Agile delivery, coaching teams and senior leaders.
  • Experience managing multi‑supplier / rainbow team models.
  • Strong governance, risk, and dependency management capability.
  • Ability to operate credibly at executive and board level.
