Marshall, an independent, family-owned British company, proudly helping our customers move forwards since 1909, now has an opportunity for a Senior Offset/Industrial Cooperation Manager. This role will be accountable for developing, documenting and controlling the framework within which Marshall operates in order to meet its compliance requirements within the areas of Offset. This includes the development of policy and process to drive compliance with all Offset related laws and regulations applicable to our business and includes leadership of all Offset related activity within the business.
Responsibilities include:
- Developing and maintaining the Offset policies and plans.
- Identifying, developing and delivering efficient Offset campaigns and projects addressing the international obligations placed upon Marshall while enabling the business to achieve its targeted results.
- Providing SME advice, support, training and coaching to functions across the business from Corporate Governance, Growth, Security, Human Resources, Commercial, Procurement & Supply Chain to Shipping, QA and IT Departments.
- Leading efforts to ensure that business systems and processes are developed and maintained to include compliance with regulations that control Offset.
- Managing and engaging with international Ministries whilst ensuring internal processes comply with Laws and Regulations internationally.
- Proactively engaging business wide and with international businesses to identify project delivery opportunities.
- Keeping up to date with market and governmental trends to ensure Marshall Offset control procedures and policies are aligned with all applicable regulatory requirements and offer the maximum benefit and protection to the business.
Tasks include:
- Identifying Offset opportunities to discharge Marshall contracted Offset commitments.
- Defining and detailing Offset opportunities, explaining and justifying them to secure full sign-off and approval to proceed.
- Managing the Offset programme, including tracking of all commitments, achievements and regular reporting of progress.
- Leading and driving external visits to explore and develop Offset opportunities.
- Leading and managing all communications and value deliverables with customer Ministries/Offset authorities.
- Negotiating Offset values, projects and contract amendments with the customer Offset authorities/Ministries.
- Acting as the sole point of contact internally and externally for all matters relating to Offset.
- Analysing and summarising the Offset related regulatory compliance implications for complex business scenarios, involving multiple jurisdictions, and providing evidence-based explanations and guidance to all levels of the business.
- Developing and providing specialist advice, training and professional services to Marshall staff.
- Supporting campaign plans with Business development and business units to win new international contracts through cost-effective proposals in compliance with international Defence Industrial Strategies.
- Supporting BD and Business units with new sales opportunities whilst combining them with offset deliverables.
- Identifying and communicating Offset risks, plans and opportunities to Senior Management and Executive Board.

- Ability to handle complex tasks, apply a high level of judgement internally and with Governments to solve problems to deliver a wide range of project types aligned to Strategies.
- Demonstrated ability to plan, document, market, lead and execute programs and work well within matrixed organisations.
- Regular on-site working for relationships and in-person communication.
