The Financial Crime Compliance (FCC) function forms part of the Second Line of Defence in the Firm’s Three Lines of Defence model. FCC is responsible for designing and maintaining a robust financial crime prevention framework that manages our financial crime risk in line with our risk appetite, meets legal and regulatory obligations in all jurisdictions, and harnesses industry practice and standards.
The Financial Crime Compliance Officer will be primarily responsible for supporting the delivery of the assurance monitoring programme. This will require testing the first line of defence’s implementation of the financial crime prevention framework through performance of an annually agreed plan of assurance assignments (thematic and targeted). The issues identified and the corresponding recommendations are reported to relevant senior and executive management through formal reports.
Responsibilities include:
- Scope and carry out assurance reviews of the Firm’s key financial crime controls.
- Draft scoping and objectives memorandums for all allocated assignments.
- Perform mapping of key risks and legal or regulatory obligations against the processes and procedures under review.
- Test the operating effectiveness of the controls under review.
- Provide robust and professional challenge to the first line functions.
- Identify thematic findings and make recommendations to colleagues.
- Write up accurate reports and findings.
- Engage with other colleagues across Financial Crime Compliance and Audit.
In addition, the role may evolve such that 25% of their time is also allocated to supporting the enhancement and maintenance of our Policies and Training Framework, which includes:
- Reviewing training materials to improve quality.
- Producing an annual training plan and tracking delivery.
- Maintaining a register of all Policies and associated documents.
- Tracking all policy enhancement workstreams.
