An exciting opportunity has arisen for an experienced Procurement Lead - Win Work to join a newly established Project Procurement function focused on shaping supply chain strategy, driving growth, and transforming procurement practices across the UK & Ireland region. This role sits within a forward-thinking Operations, Innovation & Improvement team and plays a pivotal part in supporting strategic bids, major pursuits, and early-stage project development activity.
Procurement and supply chain capability is a key enabler in shaping winning solutions during the bid and work-winning phases, influencing project outcomes, commercial models, and long-term delivery success.
The OpportunityIn this role, you will act as a key member of integrated capture and bid teams, embedding procurement expertise early in the lifecycle to shape strategy, supply chain design, and commercial approach. You will play a central role in developing make/buy decisions, supplier partnerships, and subcontracting strategies, ensuring optimal outcomes for both bids and long-term project delivery. You will also contribute to wider procurement transformation initiatives, helping to define best practice, governance, and tools across the organisation.
Key Responsibilities- Lead and execute procurement and supply chain strategies across priority bids and pursuits
- Act as an integral member of capture and bid teams, ensuring early procurement involvement in work-winning activity
- Develop and implement make/buy strategies to optimise delivery models
- Draft and negotiate Teaming Agreements, MOUs, and Workshare Agreements during bid stages
- Influence commercial and delivery strategies, including supplier roles, responsibilities, and cost estimates
- Ensure appropriate supplier selection, due diligence, and contracting arrangements are in place
- Work closely with commercial and bid teams to develop innovative contracting models and supply chain solutions
- Support mobilisation of suppliers and subcontractors following successful bids
- Drive improvements in procurement processes, governance, templates, and best practice for work-winning
- Provide expert guidance on procurement and supply chain strategy across bids and campaigns
- Train and support bid and delivery teams on procurement best practices
- Build strong relationships with internal stakeholders and external suppliers
- Contribute to wider procurement transformation and continuous improvement initiatives

We are seeking a highly experienced procurement and supply chain professional with a strong background in work-winning environments within contracting or project-based organisations.
Essential Experience- Proven experience in Procurement & Supply Chain within contracting or project delivery organisations
- Strong track record in work-winning, bid support, or early-stage project procurement
- Experience drafting and negotiating teaming agreements, MOUs, and subcontract arrangements
- Deep understanding of NEC4 contracts, particularly subcontracting in professional services and works environments
- Experience developing and executing procurement strategies in competitive bid settings
- Strong capability in analysing ITTs, developing RFQs, running tenders, and supplier evaluation
- Demonstrated ability to manage complex negotiations and commercial discussions
- Experience working with multi-disciplinary bid and delivery teams
- Strong stakeholder management and influencing skills at senior levels
- Experience driving change and improving procurement processes in project-based environments
- Strong commercial acumen and negotiation skills
- Strategic thinker with hands-on delivery capability
