The Purpose:
To manage Health, Safety, and Environmental compliance for GPS/Facilities Operations and third-party companies, ensuring standards are consistently met for MUFC. Leverage data for trend analysis to support the Facilities Manager in mitigating future risks and driving continuous improvement.
The Role
The Building Services and Compliance Manager will oversee the operational integrity, statutory compliance, and risk management of all building systems and services at Old Trafford and its associated facilities. This pivotal role ensures Health, Safety, and Environmental (HSE) standards are upheld across all MUFC properties and third-party contractors, supporting the Facilities Manager in driving continuous improvement, operational resilience, and legal compliance.
Key Responsibilities
- Compliance & Risk Management
- Manage Health, Safety, and Environmental compliance across Facilities Operations and third-party contractors.
- Act as the principal contact for insurers, auditors, and inspection authorities.
- Maintain up-to-date GPS risk registers; identify, monitor, and mitigate emerging risks.
- Coordinate reporting of risk management activity to relevant committees and stakeholders.
- Support development and implementation of risk mitigation strategies.
- Oversee internal controls, audits, insurance claims, and business continuity initiatives.
- Assist in disaster recovery planning and emergency response readiness.
- Lead change management initiatives for facility compliance standards.
- Mechanical, Electrical, and Plumbing (MEP) Oversight
- Maintain plumbing systems and HVAC equipment across the stadium and associated buildings.
- Ensure Planned Preventative Maintenance (PPM) schedules are executed and logged.
- Manage repairs and replacements via in-house teams or contractors.
- Oversee BMS systems, ensuring HVAC control panels are operational and optimized.
- Generate BMS graphs for fault diagnostics and regulatory compliance (e.g., legionella).
- Ensure F-Gas compliance: maintenance, leak detection, asset registry, and certification checks.
- Create and manage the fire damper asset list; supervise testing and remedial works.
- Maintain HVAC gas appliances and ensure Gas Safe compliance.
- Lead servicing of kitchen extract ducts in accordance with TR19 standards.
- Water Safety & Legionella Control
- Manage Legionella risk in line with L8 ACoP and HSG274 guidance.
- Supervise temperature checks, chlorination procedures, sampling, and training.
- Investigate and resolve water hygiene issues, maintaining all records accurately.
- Facilities Systems & Utilities
- Maintain the TDS Door Access system: card programming, fault logging, and contractor supervision.
- Oversee maintenance and servicing of the ACO drainage system; manage faults and repairs.
- Monitor and manage the servicing of oil interceptors and hazardous waste removal.
- Coordinate annual reviews of pressure systems and implement recommended remedial works.
- Contractor & Project Management
- Supervise and manage specialist contractors for servicing, remedial works, and small projects.
- Ensure all on-site contractors hold relevant certifications (e.g., F-Gas, Gas Safe).
- Obtain project costs, raise purchase orders, and manage stock/materials.

Skills and Experience
Essential
- Extensive experience in Health and Safety compliance within a complex operational setting.
- Strong working knowledge of building systems (HVAC, plumbing, drainage, BMS, fire safety).
- NEBOSH General Certificate (or equivalent) with additional relevant qualifications.
- Demonstrable experience conducting inspections, documenting findings, and compiling reports.
- Proven ability to lead compliance initiatives and liaise with third-party providers.
- Strong understanding of F-Gas regulations, TR19, L8 ACoP, and building safety legislation.
- Proven ability to work effectively with external contractors and internal staff to enforce mandatory club policies.
- Demonstrated track record of conducting inspections, documenting findings, and producing detailed reports.
- Strong knowledge of Health and Safety regulations and best practices, supported by a NEBOSH qualification and other relevant H&S certifications.
- Excellent organisational and communication skills, ensuring consistent enforcement of compliance standards.
- Ability to identify and mitigate risks through proactive management and collaboration.
Desirable
- Experience managing facilities in a stadium or high-occupancy venue environment.
- Familiarity with CAFM systems and compliance tracking software.
- Technical qualifications in mechanical or electrical engineering.
