The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It provides corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT). As a Senior Delivery Manager, you will be responsible for overseeing the delivery of products and services within ICS Digital. You’ll collaborate with established or newly formed multi‑functional teams on a variety of projects, varying in scale and scope. These projects may involve internal services delivered in conjunction with the technology team or public‑facing initiatives in partnership with the Digital and Data team. The complexity and breadth of the products or teams you manage will depend on the context. As a Senior Delivery Manager, you’ll directly oversee the delivery of multiple projects or large, complex products composed of different teams. Additionally, you’ll provide leadership and oversight across a broader portfolio of projects. Furthermore, you’ll actively participate in a diverse community of Digital Delivery practitioners, contributing to its growth and success.
Responsibilities:
- Leading Large and Complex Projects: You’ll take the lead on significant and intricate pieces of work, which may involve coordinating multiple teams.
- Supplier and Partner Management: You’ll be responsible for procuring and managing suppliers and delivery partners.
- Financial Oversight: Managing costings, budgets, and project finances will be part of your role.
- Team Building and Motivation: Bringing together a cohesive team, ensuring their motivation, collaboration, and effective work.
- User‑Centric Delivery: Ensuring that products and projects meet user needs and adhere to agreed‑upon time and cost constraints.
- Obstacle Identification and Resolution: Identifying obstacles and helping the team overcome them.
- Stakeholder Engagement: Managing dependencies and engaging with stakeholders across ICS Digital and beyond.
- Governance and Alignment: Shepherding projects through internal and external governance processes, working closely with architecture and assurance teams to align products and services with appropriate standards.
- Status Reporting: Documenting and reporting project status, including managing risks, issues, and dependencies.
- Effective Governance: Establishing appropriate governance structures for the projects and products you’re involved in.
- Prioritisation: Focusing the team on what is most critical for successful product and service delivery.
- Continuous Improvement: Encouraging and facilitating continuous improvement within the delivery team, fostering a supportive environment for growth and development.
- Coaching and Mentoring: Providing guidance and mentorship to team members and others, emphasising the application of agile and lean tools and techniques.
The above responsibilities are not exhaustive, and the post holders may be required to undertake some additional tasks not listed above, within the remit of their grade, to support the team.
Essential Criteria:
- Proven experience in delivery methods, including identifying, comparing, experimenting, adapting, and measuring outcomes.
- Proven experience in financial management, balancing cost versus value, and understanding the impact on user needs.
- Strong background in Agile and Lean practices, with the ability to understand team roles, apply appropriate methodologies, and explain delivery principles to non-experts.
- Expert in life‑cycle perspective, recognising stage transitions, ensuring adherence to service standards, and managing delivery across different phases.
- Experience in maintaining delivery momentum in a complex organisation, facilitating team flow, managing pace, and proactively addressing internal and external risks, issues, and dependencies.
