Days of Working: Variable across the week - dependent upon business needs. To help OCS develop and maintain a positive approach to QHSE by coaching, supporting, advising and guiding senior managers and operational teams in relation to QHSE matters. Influence behaviour and train and coach others to deliver the QHSE Management System. Deliver a risk-based QHSE audit programme and carry out accident and incident investigations (as directed).

Working Arrangements: Full time (working hours as detailed in the contract of employment) and such additional hours as are necessary for the proper fulfilment of the role, although would consider an element of flexible working. Shift patterns include some night working (in line with the cleaning operation). The need to work across a number of sites across the country covering days and nights with travel and overnight stays dependent on business needs for frequent site visits.

Main responsibilities:

  • Support operational rail teams and depot management to build QHSE capability, ensuring compliance with rail industry standards and safe working practices across live rail environments.
  • Deliver and maintain a risk-based QHSE audit programme across rail depots, stations, and infrastructure sites, identifying non-conformance and driving corrective actions.
  • Lead investigations into accidents and incidents within rail operations, ensuring thorough root cause analysis and implementation of preventative measures aligned to rail safety regulations.
  • Provide expert QHSE advice to support safe delivery of cleaning, engineering, and facilities services within rail environments, including possessions, night shifts, and high-risk activities.
  • Liaise with regulatory and enforcement bodies (e.g. ORR, HSE) on rail-related incidents, ensuring compliance with statutory and industry requirements.
  • Ensure all rail contract training, briefings, and competency records (including safety-critical roles) are maintained, audited, and compliant with contractual and legislative requirements.
  • Promote a strong safety culture across rail contracts by coaching teams, delivering briefings, and embedding continuous improvement aligned to rail industry best practice.
  • Build effective relationships with rail clients and stakeholders to support safe, compliant, and resilient service delivery.

Necessary:

  • General secondary education with a high level of numeracy and literacy.
  • NEBOSH General Certificate.
  • IOSH Membership.
  • Detailed and comprehensive knowledge of Health and Safety compliance and statutory requirements placed on the business.
  • Extensive practical safety management and delivery experience, preferably in a rail, engineering or industrial services.
  • A working knowledge of environmental law is preferred.
  • A credible level of experience in investigating significant events and in dealing with enforcement agencies.
  • A good knowledge and understanding of civil claims and criminal enforcement.
  • Analytical approach to problem solving and decision making is essential.
  • Able to operate and communicate competently with any level of customer within both the internal and external client organisation.
  • The ability to demonstrate proactive customer relationship management and effective relationship building is essential.
  • Confident when dealing with the enforcing authorities.
  • Behaves in an ethical and sustainable way in all they do.
  • Full UK drivers license desirable.
