The role: The Stansted Transformation Resource Manager is responsible for designing, maintaining, and executing comprehensive workforce resource plans to support the Stansted Transformation Programme. This includes developing multi-year resourcing strategies, managing relationships with recruitment agencies and third-party suppliers, and acting as the key adviser on all workforce matters. The role involves proactively identifying and mitigating resourcing risks, delivering data-driven insights on headcount and attrition, and ensuring seamless onboarding and integration of new joiners. Additionally, the manager drives resource optimisation initiatives and chairs the Resourcing Governance Forum, aligning priorities across workstreams, HR, and Finance, to ensure efficient delivery of transformation objectives.
Accountabilities:
- Design, own, and dynamically maintain the end-to-end Stansted Transformation Resource Blueprint, including multi-year resource plans for TTS contingency, LO5, CVP etc.
- Architect and execute a best-in-class resourcing strategy encompassing internal mobility and high-volume agency resourcing to deliver up to 200+ specialised roles on time and within budget.
- Act as the single strategic interface and relationship owner for all recruitment agencies, managed service providers (MSPs), and third-party labour suppliers.
- Serve as the central focal point and trusted advisor for all workforce-related matters within the Stansted Transformation Programme, representing the Resourcing function at Programme Board, Steering Committee and Executive Leadership forums.
- Proactively lead workforce risk management: identify resource bottlenecks early, develop and implement mitigation/contingency strategies, and maintain a live programme-wide resource risk register.
- Deliver high-impact, data-driven insights and regular update summary on resourcing status, headcount forecasting, attrition trends etc.
- Own the onboarding and mobilisation framework for all new joiners (permanent and contingent), ensuring Day-1 readiness and seamless integration into project teams.
- Drive resource optimisation initiatives including skills cross-utilisation, role standardisation, and the creation of a flexible “surge” resource pool to support peak delivery phases.
- Establish and chair the Stansted Transformation Resourcing Governance Forum, bringing together Workstream Leads, People Partners and Finance to align on priorities and resolve escalations rapidly.

You: As the successful candidate you will be self-motivated, able to build relationships with multiple stakeholders and understand the need for continuous improvement. You will have a commercial mindset, proven analytical skills and an ability to identify and articulate trends from raw data. The ability to communicate well, both in writing and orally, converting complex analysis into easily understood commentary for numerous stakeholders is a key requirement for this role. An understanding of resource business planning, re-forecasting and resource planning principles are critical for this role, alongside strong attention to detail and accuracy. You should have advanced Excel and PowerPoint skills and the ability to apply initiative and deal with rapidly changing priorities in a flexible manner.
