Our client is seeking an experienced Project Manager to support the delivery of Billable Works projects across the Ministry of Defence estate at RAF Croughton. This role will take responsibility for managing projects from initial planning through to successful completion, ensuring all works are delivered safely, efficiently, within budget, and in line with customer expectations. The successful candidate will oversee the full project lifecycle, including project planning, resource management, cost control, stakeholder engagement, and supply chain coordination. You will work closely with Defence Infrastructure Organisation (DIO) representatives, site teams, and operational stakeholders to ensure projects are delivered to the required standards while maintaining compliance with all statutory, health, safety, and environmental requirements. This is an excellent opportunity for a Project Manager with a strong engineering, construction, or facilities management background to play a key role in delivering critical infrastructure projects across the Defence estate.

Key Responsibilities

  • Manage the successful delivery of Billable Works projects from initiation through to completion, ensuring projects are delivered safely, on time, within budget, and to the required quality standards.
  • Develop and maintain project plans, programmes, and work schedules, ensuring effective resource allocation and delivery against agreed milestones.
  • Manage project risks throughout the lifecycle, identifying potential issues and implementing appropriate mitigation strategies.
  • Ensure all works are delivered in line with relevant legislation, government regulations, MoD requirements, and company health and safety standards.
  • Support delivery against MoD sustainability targets, including initiatives focused on reducing carbon emissions and improving environmental performance.
  • Work collaboratively with DIO representatives, site managers, customers, and internal stakeholders to agree project scope, priorities, and delivery timescales.
  • Maintain accurate project documentation, ensuring records are completed and uploaded through relevant systems including SharePoint and CAFM platforms such as Maximo.
  • Lead and monitor supply chain partners, ensuring contractors and operatives are suitably qualified, experienced, and working in accordance with agreed standards.
  • Review and approve risk assessments, method statements, and other project documentation to ensure safe systems of work are implemented.
  • Support contract risk management by identifying commercial, operational, and delivery risks.
  • Act as a key point of contact for customer queries, concerns, and complaints, ensuring issues are resolved effectively and customer satisfaction is maintained.
  • Manage project budgets, monitor costs, and make informed commercial decisions to ensure value for money.
  • Provide regular project updates and reporting to stakeholders, maintaining clear communication throughout delivery.
  • Support continuous improvement initiatives, identifying opportunities to improve project performance and operational efficiency.

Candidate Requirements / Skills & Experience Required

  • Proven experience managing projects within a construction, engineering, facilities management, or infrastructure environment.
  • Experience supervising operational teams and contractors to deliver works safely and effectively.
  • Strong understanding of project planning, resource management, cost control, and stakeholder engagement.
  • Experience working within a regulated environment with a strong focus on health, safety, and compliance.
  • Ability to manage multiple projects simultaneously while maintaining delivery standards and deadlines.
  • Strong problem-solving skills with the ability to make effective decisions in a fast-paced operational environment.
  • Excellent communication and interpersonal skills, with the ability to influence and negotiate with customers, contractors, and internal stakeholders.
  • Strong IT skills, including experience using Microsoft Office packages, particularly Excel, Word, Teams, and SharePoint.
  • Experience using CAFM systems is desirable, ideally Maximo or similar platforms.
  • Ability to demonstrate strong leadership, resilience, and the ability to motivate teams through effective communication and example.

Qualifications & Training

  • HNC/HND qualification in Building, Civil, Electrical, or Mechanical Engineering, or equivalent professional experience.
  • Recognised health and safety qualification such as SMSTS.
  • Full UK driving licence.
  • Ability to successfully achieve SC Clearance.

Desirable:

  • Membership or associate membership of a relevant professional body such as APM, RICS, or MCIOB.
  • Additional technical qualifications relating to asbestos, legionella, or authorised person responsibilities.
  • Relevant project management qualification or professional development.
