Our client is seeking an experienced Service Manager to oversee the safe, compliant, and efficient delivery of planned and reactive maintenance services across the Ministry of Defence estate at Imphal Barracks. This role is responsible for ensuring maintenance activities are delivered in accordance with statutory legislation, MoD mandatory requirements, and company Health, Safety and Environmental standards, while achieving performance, quality, and value for money objectives.

You will work closely with operational teams, supply chain partners, and Defence stakeholders to ensure maintenance services are delivered safely, efficiently, and to the highest standards. Alongside the day-to-day management of maintenance delivery, you will support the successful delivery of small Billable Works projects, provide technical guidance to stakeholders, and contribute to forward maintenance planning, ensuring the contract continues to operate safely, compliantly, and commercially.

  • Ensure compliance with statutory legislation, MoD mandatory requirements, and Health, Safety and Environmental policies.
  • Review and approve Risk Assessments and Method Statements (RAMS), ensuring safe systems of work are implemented across all maintenance activities.
  • Monitor service delivery performance against KPIs, quality standards, and customer expectations.
  • Manage maintenance activity through CAFM systems, ensuring all works are accurately recorded and supporting documentation is completed within required timescales.
  • Build and maintain strong working relationships with Defence Infrastructure Organisation (DIO) representatives, customers, subcontractors, and internal stakeholders.
  • Act as a key point of contact for operational issues and customer concerns, ensuring queries and complaints are resolved professionally and efficiently.
  • Support the development and delivery of small Billable Works projects, including producing rough orders of cost and overseeing delivery through to completion.
  • Provide technical advice and operational support to site teams and customers to ensure effective estate management.
  • Lead, supervise, and coach operational teams, promoting a positive safety culture and driving high standards of performance.
  • Support forward maintenance planning, resource allocation, and continuous improvement initiatives across the contract.
  • Monitor operational costs, identify risks, and contribute to the commercial performance of the contract through effective planning and decision making.

Proven experience managing planned and reactive maintenance services within a facilities management, construction, engineering, or Defence environment. Experience leading operational teams and coordinating subcontractors to deliver maintenance services safely and efficiently. Experience delivering or supporting small works or minor project delivery is highly desirable. Strong commercial awareness with the ability to balance operational priorities against cost and value for money. Excellent stakeholder management skills with the ability to build relationships across customers, contractors, and internal teams. Strong IT skills, including Microsoft Office applications and CAFM systems. Technical competency within building services, engineering, or hard facilities management is essential.
