We are working with a leading global banking organisation seeking an experienced Senior HR Transformation Project Manager to lead a strategic programme focused on enhancing People Risk Governance, Controls and Second Line of Defence (2LoD) Oversight across its EMEA operations.
This is a high-profile transformation initiative aimed at reviewing and strengthening the existing People Risk Control Framework, establishing a more effective governance and oversight model, and improving how HR-related risks are identified, monitored, escalated and reported.
The successful candidate will take ownership of the project from design through implementation, working closely with senior HR leadership, Operational Risk, Compliance, Internal Audit and business stakeholders across a complex, highly regulated environment.
Key Responsibilities:
- Lead the end-to-end delivery of a strategic People Risk and Governance Transformation programme across EMEA.
- Review and enhance the existing HR Risk & Control Framework, including delegated control responsibilities and Second Line of Defence oversight.
- Design and implement an improved governance and target operating model, establishing clear accountability, risk ownership, oversight and escalation processes.
- Develop and manage integrated project plans, milestones, deliverables, dependencies and RAID logs.
- Coordinate multiple workstreams across HR, Operational Risk, Compliance, Legal, Technology and business functions.
- Facilitate senior stakeholder workshops to define future-state governance structures, operating procedures and control oversight arrangements.
- Drive improvements to risk reporting, including the development of KRIs, KPIs, management information, dashboards and executive reporting.
- Prepare and present executive-level papers, project updates and recommendations to senior leadership and steering committees.
- Provide constructive challenge to senior stakeholders, driving decisions, accountability and alignment across the organisation.
- Ensure that new frameworks and processes are practical, sustainable and aligned with enterprise risk management requirements.
Experience Required:
We are particularly interested in speaking with experienced Project and Transformation Managers who have delivered Risk, Controls, Governance or Operating Model Transformation programmes within large, complex financial services organisations.
The ideal candidate will demonstrate:
- Extensive project or programme management experience within a global bank or similarly regulated organisation.
- A proven track record delivering complex transformation initiatives involving governance frameworks, risk management, control enhancements or operating model redesign.
- Strong understanding of HR / People Risk processes, ideally gained through working directly with HR functions on risk, governance or transformation programmes.
- Knowledge of First and Second Line of Defence operating models, including risk ownership, accountability and oversight.
- Familiarity with Operational Risk, Non-Financial Risk, RCSA, control assurance, risk reporting and governance processes.
- Experience developing or enhancing governance frameworks, accountability models, KRIs, reporting structures and management information.
- Excellent stakeholder management skills, with the confidence to engage, influence and constructively challenge senior executives across multiple functions.
- Strong project governance capability, including steering committee management, executive reporting and delivery oversight.
- The ability to operate independently, navigate ambiguity and drive complex projects forward in a challenging stakeholder environment.
Highly Desirable:
- Previous delivery of HR Risk & Controls, People Risk, Operational Risk or Regulatory Governance Transformation within a major investment or corporate bank.
- Experience designing and implementing Second Line of Defence oversight frameworks.
- Strong understanding of HR processes and their associated operational, conduct and regulatory risks.
- Experience working across geographically dispersed teams and multiple EMEA jurisdictions.
