The Head of Public Partnerships is responsible for the oversight and performance of our secured public sector contracts. This role assumes ownership of senior client relationships. The Head of Public Partnerships safeguards programme performance, protects margin, maintains governance standards and ensures Madison Brook delivers against its contractual commitments. Working alongside the Business Development Manager and reporting to the Director of Public Partnerships, this is a senior leadership role combining sector credibility, commercial discipline and structured programme oversight. This is not a day-to-day contract management role. It is a strategic relationship and performance leadership position.
Core Responsibilities
- Own and maintain senior‑level relationships across all secured public sector contracts.
- Act as the primary strategic contact for local authorities, LATCOs, ALMOs and public bodies.
- Lead high‑level client reviews, steering meetings and performance discussions.
- Position Madison Brook as a trusted long‑term delivery partner.
- Protect client confidence and proactively manage escalations.
- Hold accountability for contract performance at a strategic level.
- Ensure programmes deliver against agreed KPIs, timelines and commercial parameters.
- Monitor margin performance, risk exposure and contract compliance.
- Intervene early where programme, financial or governance risks emerge.
- Ensure delivery teams are aligned with contractual outputs and reporting standards.
- Provide structured oversight to Acquisition Managers.
- Ensure seamless handover from Business Development into delivery.
- Maintain clarity of accountability between origination, relationship management and operational execution.
- Support the Head of Delivery in ensuring construction and refurbishment programmes progress safely and compliantly.
- Work closely with the Business Development Manager to support bid strategy and sector positioning.
- Contribute sector insight during procurement and mobilisation phases.
- Support the conversion of opportunities through credibility and client engagement.
- Ensure smooth transition from pipeline opportunity to live contract.
- Lead Madison Brook’s outward‑facing profile within the public sector.
- Represent the business at sector forums, procurement engagement events and industry networks.
- Strengthen Madison Brook’s reputation within regeneration, refurbishment and capital delivery programmes across the built environment.
- Support long‑term partnership growth and repeat instruction.
- Report structured performance updates to the Director of Public Partnerships.
- Provide clear forecasting and risk visibility for Board reporting.
- Ensure documentation, compliance and reporting standards meet group governance requirements.
- Maintain alignment between commercial agreements and operational execution.

Your Profile
Essential Experience
- Strong understanding of public sector procurement, funding routes and capital programme governance.
- Proven experience managing public sector client relationships at senior level.
- Experience overseeing acquisition, refurbishment, regeneration or capital works programmes (not limited to housing).
- Commercially astute with the ability to protect margin and manage risk.
- Experienced in holding delivery teams accountable without micro‑managing.
- Credible operating at senior local authority and public body level.
