Role Purpose
The Business Development Manager supports the growth of Madison Brook’s Housing and Construction activities through the identification, development and securing of public-sector opportunities. Working within the Public Partnerships function, the role focuses on opportunity development, bid support and client engagement, helping to build a sustainable programme pipeline with local authorities and public-sector organisations. The position plays a key role in translating partnership relationships into secured programmes and delivery opportunities.

Key Responsibilities
- Opportunity Identification
- Identify and track public sector opportunities across Housing and Construction
- Monitor frameworks, procurements, and market activity
- Support development of the partnerships pipeline
- Maintain opportunity and client intelligence
- Client Engagement
- Support relationship development with local authorities and public bodies
- Attend meetings and engagement activities with senior team
- Maintain contact and engagement records
- Support account development plans
- Bid & Proposal Support
- Work with Bid Writer to coordinate submissions
- Gather information and inputs from internal teams
- Support bid strategy and positioning
- Contribute to proposal content and structure
- Opportunity Development
- Support shaping of programmes and delivery propositions
- Work with delivery and finance teams to develop opportunities
- Assist in commercial and programme positioning
- Support transition from bid to mobilisation
- Pipethrough Management
- Maintain and report on opportunities pipeline
- Track progress and conversion stages
- Support forecasting and planning processes
Experience
- Business development or bid roles in housing, construction, or public-sector environments
- Exposure to public-sector procurement or frameworks
- Opportunity or pipeline management experience

Compensation & Benefits
- On-target earnings (OTE): £50,000 – £75,000 per annum (base salary £50,000 plus team performance related variable component)
