M&E Senior Construction Delivery Manger 1122CW HPC, Somerset (site-based) £475 PAYE or £640 Umbrella per day Long-term Contract Based at HPC 5 Days per week (Rota\’s also available: 10-4, 11-3 & 12 -2) (Day Shift Hours subject to change as required) Job Purpose / Overview The Construction Delivery Group forms part of a fully integrated Site Construction Directorate, whose objective is to facilitate the planning and delivery of the HPC Project as Principal Contractor, meeting the safety, quality, cost, and schedule objectives for the Project. The M&E Senior Construction Delivery Manager (SCDM) forms part of the Construction Delivery Team embedded within the Construction Delivery Group. The SCDM reports to the Area Construction Lead (ACL) and is supported by the Construction Delivery Lead (CDL). In collaboration with ACL, CDL, CDM and the rest of the HPC Delivery Team, the SCDM is responsible for the planning, coordination, and implementation of a programme of mechanical, electrical and HVAC works and to manage the interfaces between adjoining programmes within the project. The SCDM will be a staunch advocate of our Safety culture and help to embed this approach in all processes and activities undertaken on the project, they will also be expected to embed this culture within their team and suggest enhancements and improvements to company policies, procedures, and protocols to ensure the project\’s safety, environmental, quality standards and schedule milestones are achieved. The team managed by this post will grow to excess of 20 persons. Contextual Information Operating Environment Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC Site Construction Team. Due to the scale of this project, the programme duration and the immovable completion date, the Construction Delivery Lead is required to have experience in delivering large and complex projects under similar constraints. The M&E SCDM will have accountability for a designated programme of Works, and will cover the delivery, co-ordination, and management of ALL construction/installation works undertaken within the programme, including the following related activities; surveillance, logistics, schedule performance, planning and implementation in collaboration with the site wide logistics team, project management, reporting both internally and externally, monitoring and close out of authorities\’ obligations and conditions, client liaison, stakeholder management, staff management and T1 Contractor management. Delivery of specific Contracts will be the CDL(s) responsibility. All Contracts are supported by the Multi-Disciplinary Team (MDT) and will be led by a Senior Project Manager, who has the overall accountability to deliver the Contract throughout its lifecycle. The programme of the Works will predominately be located within the Nuclear Island (NI), Units 1 & 2. The NI is split up into sub areas; N1 (HR/HK Buildings), N2 (HL Buildings) & N3 (HQ, HN, HD, and others). The programme of Works may cover a geographical area and / or a programme of Contracts requiring installation across numerous sub areas. The programme of Works will be subject to change as and when required to enable an \”Agile\” approach to the distribution of PC duties, throughout the NI on HPC. Principal Accountabilities and associated Guidance Documents Acts as a subject matter expert in their area of expertise. The Senior Construction Delivery Manager will have several direct reports and fulfils Line Management responsibilities to CDL(s) / CDM(s). Offers support and guidance, along with ensuring that all appropriate training is undertaken to develop the CDL(s) / CDM(s). Manages their programme against safety, quality, schedule, cost concerns by recommending measures to mitigate risks and/or issues. Follows up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. Oversee all aspects of Health Safety and Environmental best practices during construction activities within their programme of works in accordance with the HPC Construction Phase Plan . Adheres to the quality standards CQAP and ensuring that quality is always delivered. Ensures that a Surveillance Programme (example), is in place for all Contracts associated with their work areas. Undertake and record safety and/or assurance inspections that support the project KPI\’s. The SCDM shares the CDL(s) / CDM(s) responsibilities depending on work area and scope complexity. When nominated by the ACL, undertakes role of CDL / CDM for specific areas as and when required. Ensures Weekly planning meetings called \’Plan of the Week\’ are organised and minuted by CDL(s) / CDM(s) with the Contractor Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule and outputs are recorded and risks / issues escalated. Ensures CDL(s) supports the CDM(s) and Contract Partners, in the running of the \’Plan of the Day\’ meeting Attends all appropriate Coordination Meetings for their programme of works. Ensures CDL(s) / CDM(s) leads all Weekly Construction meetings for their area of works and contracts, using and updating the Issues & Action Tracker created for all of the NI M&E Works. Ensures clear, two-way communication with key stakeholders so that all activities and issues are directed appropriately. Proactively communicates/co-ordinates with other site teams (H&S, contract, project controls, logistics) including peers within the construction team to maintain good communication links, and ensure activity is well reported and timely. This includes regular attendance at pre-start briefings and supporting the delivery of key messages to the contractor organisations. Support the Tier 1 contract partners in the delivery of their scope, providing information and co-ordination to support the contractual management of the works. Oversee the contractor\’s management of all construction and labour force logistics and contracts relating to the works to be constructed. Works closely with the contract SPM\’s/PMs to provide support and guidance for responses to contractual correspondence. Oversee the contractor\’s management / supervision of all construction and labour force logistics and contracts relating to the works to be constructed. Recommend temporary measures to mitigate against safety and/or quality concerns, along with program restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits, etc. Reviews the Construction Daily Site Logs (DSL), TPBN1_UKTJ
