Job Purpose / Overview
The Construction Delivery Group forms part of a fully integrated Site Construction Directorate, whose objective is to facilitate the planning and delivery of the HPC Project as Principal Contractor, meeting the safety, quality, cost, and schedule objectives for the Project.
The Construction Delivery Lead (CDL) forms part of the Construction Delivery Team embedded within the Construction Delivery Group. The CDL reports to the Senior Construction Delivery Manager (SCDM) and is supported by the Construction Delivery Manager(s) (CDM). In collaboration with SCDM, CDM and the rest of the HPC Delivery Team, the CDL is responsible for the planning, coordination, and implementation of assigned construction activities to manage the interfaces between adjoining sections of the project. The CDL is expected to adhere to (and suggest enhancements and improvements) to company policies, procedures, and protocols to ensure the project\’s safety, environmental, quality standards and schedule milestones are achieved.
The Construction Delivery Lead should look to be out on site 50% of their time and in the Office 50%, attending/leading/chairing meetings and producing reports etc, along with general admin. This ratio is for guidance only and subject to change, either way, due to circumstance at any given point.
Principal Accountabilities and associated Guidance Documents
- Manage and develop their Construction Delivery Managers, to ensure they have a good understanding of site activities and can carry out their role accordingly. Offer support and guidance, along with ensuring that all appropriate training for a CDM is undertaken.
- Fulfils Line Management responsibilities to Construction Delivery Managers.
- Oversee all aspects of Health Safety and Environment during construction activities in their allocated area(s), in accordance with the NNB HPC Construction Phase Plan.
- Undertake and record safety and/or assurance inspections that support the project KPI\’s. The tool at HPC for this is INSIGHT
- Construction Delivery Lead shares the Construction Delivery Manager\’s responsibilities depending on work area and scope complexity. When nominated by the SCDM, undertakes role of Construction Delivery Manager for specific areas as and when required.
- Ensures that the HPC Drumbeat for the series of Daily and Weekly Meetings is understood and carried out by CDM\’s.
- Organise and conduct Weekly planning meetings called Plan of the Week (PLOW\’s) with the Contractor Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule and outputs are recorded and issues escalated.
- Supports the CDM/Contract Partners in the running of the Plan of the Day meetings (PLOD\’s).
- Attends all appropriate Coordination Meetings for their areas of works. CDM to support.
- Attends all Weekly, monthly MDT Meetings for their area of works and contracts. CDM to support.
- Leads all Weekly Construction meetings for their area of works and contracts, using and updating the Issues & Action Tracker created for all of the NI Works. CDM to support.
- Oversee the contractor\’s management of all construction and labour force logistics and contracts relating to the works to be constructed.
- Support the Tier 1 contract partners in the delivery of their scope, providing information and co-ordination to support the contractual management of the works.
- Recommend temporary measures to mitigate against safety and/or quality concerns, along with program restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits, etc.
- Reviews the Construction Daily Site Logs (DSL), Surveillance Guideline, produced by the CDM\’s, to ensure information is reported to the required level of detail, up through the organisation and escalates any issues/concerns via detailed reports. Fieldview and QCFC training will be required.
- If required to do so by the SCDM due to resource constraints and the \”Agile\” approach, monitor works on site, record findings in your DSL, using the Quality Control For Construction tool QCFC, and capturing this on the issued Tough Pad, ensuring information is reported up through the organisation to the SCDM. Photographs of working activities should be taken and placed in the DSL, along with Photographs of the Works Authorisation Form, Temporary Access Certificate, Permits and POWRA. Check all are in date and valid.
- Ensures that a Surveillance Programme (example), is in place for all Contracts associated with their work areas.
- Proactively communicate/co-ordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other CDM\’s, CDL\’s & SCDM\’s, to maintain good communication links, and ensure activity is well and timely reported. This will also include regular attendance at Daily Activity Briefings (DAB\’s), Pre-Start Briefings, POWRA and supporting the delivery of key messages to the contractor\’s organisation, along with attendance at the delivery of any major Toolbox Talk or Specific Safety Brief.
- Acts as Lead Reviewer (or Reviewer as SME) for documents submitted by the contract partners on Teamcenter. Calls upon NNB SMEs to gather any specialist help to review and identify necessary control measures associated with such RAMs or Documents, to ensure the work can be executed safely and compliantly.
- Ensures that an appropriate Review Matrix is available for Construction related documentation and that the individual MDT\’s have an up-to-date version to assist them with the correct individuals to carry out document surveillance.
- Assists CDM\’s & Tier 1 Partners in the production and validation of RAM\’s Addendums. Use Docusign for signatures.
- Supports the CDM in Reviewing and Signing WAF\’s (Work Authorisation Forms) to give approval for Work Authorisation on all work areas under his control. Approves to give \”go ahead\” before final processing of WAF by Permit To Work (PTW) office. Monitors life cycle of WAF\’s in their areas and assists the PTW office on the allocation of Primary or Secondary WAF\’s. See Presentation. See Building & Work Platform Coordination Work Instruction.
- Leads CDM\’s in assisting the Tier 1\’s in the production of Hand Over Certificates and associated Temporary Access Certificates (TAC\’s). An Interface Management Document (IMD) will be required as an appendices of the TAC, this consists of a brief outline of the scope and a RACI. RACI stands for \”Responsible, Accountable, Consulted & Informed\” and is a simple, effective means for defining project roles and responsibilities, providing a comprehensive chart of who is responsible, accountable, consulted, and informed every step of the way. Use Docusign (Apply to NNB IT Team to activate) to acquire signatures for both H/O\’s and TAC\’s.
- Working with the CDM & SCDM, ensure that the Tier 1 Contractor Partners are collating Lifetime Quality Records (LTQR\’s), in a systematic way and in the appropriate format. This will result in an accepted End of Erection Status Report (EESR). The CDL has actions within the process that they are responsible for.
- Supports the MDT PM is collating evidence for the DWP from T-12. Leads the production of evidence to complete the Delivery Work Packs (DWP\’s) at T-3, with the support of the CDM and SCDM. The DWP\’s associated with your work areas can be found on SWITCH, using the DWP procedure Rev 6 and the PowerPoint presentation. The CDL has actions within the process that they are responsible for and must be trained to use Switch.
- Ensure that the Tier 1 Contractor is complying with all ITP activities in the field and that all Surveillance Opportunity Notification Information Management System (SONIMS) notifications are being booked and adhered to by them. This can be checked at the PLOD\’s.
- Ensure that the Construction Team Internal Pre-Work Check Sheet is followed prior to any work commencing and at the start of physical activities if the field. Use of this Check Sheet will assist in compliant delivery.
- Advise the Senior Construction Delivery Manager of any issues that come to light that should be addressed contractually such as issuing required notices and matters relating to changes/variations. Liaise with the Senior Construction Delivery Manager to identify and jointly resolve any integration or contractor interface risks or issues. Contribute information on specific area to weekly and monthly reports, as well as issuing and maintaining performance and KPI indicators. Understand and fully implement project procedures for workface contract-charge issues.
- The requirements above can be done by contributing to the \”LIVE\” NNB NI Construction Daily Report (to be produced and Link Required) to ensure information is reported to the required level of detail up through the organisation and escalates any issues/concerns via detailed reports. The content of the Construction Daily Report can be taken from the CDM DSL\’s and other sources.
- Contributes to the \”Live\” Works Area Contract Specific Information Sheets, ensuring on a weekly basis that they are up to date and relevant to current activities and associated documents and individuals.
- Ensures that all CDM\’s in their team are feeding into the \”Live \”Construction Daily Report and Works Area Contract Specific Information Sheet.
- Manage Engineering Change in the field, owning RFI\’s, FCR\’s and NCR\’s on both the outgoing CCIS System and the new system which is to be SWITCH and UPDATE. Training on both systems will be required. Leads discussions with the Joint Design Office (JDO) and MDT PM\’s on resolving issues.
- When instructed to by the SCDL, carry out the CDL role involved in Mobilising a Contractor Partner to site, who will be carrying out works in their allocated areas. Work closely with the MDT SPM in assisting the Tier 1 Partner collating the required prerequisites and subsequently holding the Mobilisation Readiness Review when complete. The Mobilisation Quality Plan (MobQP) should be used to initiate Tier 1 mobilisation.
- To ensure the CDL is fully informed of the T1\’s responsibilities in line with their contract, the CDL should familiarise themselves with the relevant Readiness Review Quality Plan (RRQP) which was updated in 2022 and now called Mobilisation Quality Plan. This document sign posts the reader to all relevant construction documentation for the respective T1 which in turn details the T1\’s site wide responsibilities. This information should be cascaded by the CDL to their CDM\’s to ensure clarity and consistency is maintained pertaining to the T1\’s duties.

- Management of strategic planning of site set up, construction sequencing, recovery plans and resource allocation.
- Good working knowledge of commercial principles affecting construction matters.

- Considerable working knowledge in the delivery of large complex projects
- Relevant Degree (or equivalent) in either Civil Construction.
- Working understanding of the post holder\’s obligations under CDM Regulations
- Excellent organisational and communication skills
- Able to deliver results when working under pressure.
- Ability to manage multiple stakeholders.
- NEBOSH, SMSTS or IOSH qualification holder.
- Collaborate with other managers to effectively manage operations of the site.
- Adopt a results-focussed mind set, using initiative, and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value, and quality.
- Experience of operating in a high security environment advantageous
- Experience within the Nuclear environment is advantageous but can be offset by demonstrable experience within Civil Engineering/Construction
- Knowledge of French can be an advantage.
