Job Purpose / Overview

Our Engineering & Technical function is a fundamental part of the Civil Works Programme. It is responsible for defining the design, engineering and technical requirements of the programme. It leads the full lifecycle of design delivery - from initial requirements through to final acceptance - while managing the associated budget, resources, and supply chain. Additionally, it ensures the effective integration of constructability considerations and design coordination across the Civil Works Programme, Site Establishment, and Offsite Infrastructure.

As the Ancillary Works Civil Technical & Engineering Manager, you will support the definition and validation of Technical Requirements and Specifications working closely with SZC Design Delivery Management (DDM) and EDF Nuclear Services. Strong leadership is required as you manage technical Open Points and Design Changes, ensuring alignment with governance processes such as the PCP, TDF, NCC and our Replication Principles.

You will contribute to Design Technical Assurance across the full lifecycle. This is key enabling Sizewell C acceptance through reviews and approvals defined in surveillance plans. You will also manage risk through established processes and lead technical input on Early Warnings, Compensation Events, Technical Queries, and communications from the Design Supply Chain.

As an Ancillary Works Civil Technical & Engineering Manager, you will coordinate with other stakeholders and manage technical interfaces across the project. Compliance is key across our Engineering and Design processes. You will ensure compliance and support delivery from requirements capture to Engineering Design Review (EDR), in line with Contract Schedules and the Integrated Work Schedule (IWS).

Principal Accountabilities

Reporting to the E&T Programme Engineering Manager, the Ancillary Works Civil Technical & Engineering Manager is part of a Multi-Disciplinary Team lead team and is a representative of the SZC Technical Directorate team. The Technical & Engineering Manager is responsible for the following:

  • Define or validate the SZC Technical Requirements and Specification, including engagement with EDF Nuclear Services and SZC Design Authority to support approval.
  • Support the relevant stakeholders (e.g. RD and EDF Nuclear Services - Engineering) in their delivery of the Design Technical Assurance (including Digital Assurance) for the end-to-end design and ensuring SZC acceptance can be provided, including reviews and approvals as defined by the surveillance plans.
  • Responsible for ensuring that all Design Deliverables are fully coordinated, including within a 3D environment with assurance for deliverables.
  • Responsible for ensuring technical aspects are shared with the Engineering & Technical Project Manager to support their reporting requirements.
  • Support the Engineering & Technical Project Manager in technical input for Early Warnings, Compensation Events, Technical Queries, General Communications etc from L3 Design Supply Chain, including engagement with relevant SZC and RD technical stakeholders.
  • Manage the integration of the CWA Main Method Statements or Construction Input into the L3 Design Supply Chain Design Requirements.
  • Coordinate, where applicable, technical interfaces with other parties, for example Site Establishment and Off-Site Infrastructure; NI Programme; CIBOP Programme; and Sizewell B.
  • Ensure that the SZC Engineering and Design processes, e.g. Design Management Plans, are developed and complied with to deliver the whole lifecycle of the Design.
  • Ensure that Designers are undertaking their duties under CDM and engage with SZC CDM-Advisers to support CDM compliance.
  • Collaborate with the Engineering & Technical Project Manager in delivery of design in accordance with the Contract Schedule's under their management and linked to the Integrated Work Schedule (IWS).
  • Perform surveillance.
  • Provide and coordinate engineering design gateway requirements and reviews.
  • Ensure open points, risks and trends are recorded and appropriately managed.
  • Establish and provide regular updates to the risk register.

The Technical Engineering Manager will be supported by SZC specialists for the technical disciplines and particular UK Context issues (e.g. CDM requirements).

Knowledge, Skills, Qualifications, Experience

Knowledge & Skills

Essential

  • Established and practical skill and experience across concept design, detailed design and construction stages, including management of design phases, in:
  • heavy civil engineering structures, including reinforced concrete and structural steel, and familiarity with current design standards and working practices (e.g. British Standards); and/or
  • ground engineering, including earthworks, drainage, pavements, slopes & retaining structures, foundations and construction logistics.
  • external works, including drainage, utilities, paved and unpaved surfaces, earthworks, access and accessibility, construction logistics.
  • familiarity with current UK design standards and working practices;
  • managing complex multi-disciplinary designs and teams, including integration, design and delivery management.
  • Excellent knowledge of engineering procedures especially RIBA plan of work 2013, or equivalent.
  • Skilled in design integration, team leadership, and delivery management.
  • Experience working on multi-discipline projects.
  • Expertise in managing complex interfaces in regulated, high-safety environments.
  • Strong engineering knowledge across design processes, systems, and disciplines.
  • Effective communicator across project teams, stakeholders, regulators, and authorities.
  • Desirable

    • Familiar with EPR nuclear design and NEC contract frameworks.
    • Skilled in engineering documentation workflows and review procedures.
    • Proficient in engineering management systems and software tools.

    Qualifications & Experience

    Essential

    • Honours Degree in Civil or Structural Engineering or equivalent.
    • Chartered Engineer (MICE or MIStructE) or working towards chartership.

    Desirable

    • Experience in the technical leadership of design of large and complex projects such as nuclear projects (e.g. Hinkley Point C).
