Job Purpose
The MEICA Project Engineer will be responsible for providing technical and project management support for the Mechanical, Electrical, Instrumentation, Control, and Automation scheme at Havant Thicket Reservoir. Supporting the project design team in pre-construction and delivery teams during construction and commissioning phase. You will be responsible for managing and updating the MEICA aspects of the project programme with the assistance of our project programmer and Project Manager.
Responsibilities
Develop, Manage and Support the Technical MEICA Design
- Contribute to the development of detailed MEICA designs, specifications, drawings, and calculations, ensuring compliance with relevant standards and regulations.
- Assist the procurement process for MEICA equipment and services, including vendor selection, tender evaluation, and contract negotiation.
- Identify where there are design interfaces and to risk assess these interfaces, understanding commercial, practical and operational impacts.
- Review MEICA design buildability and costs with MEICA Design PM and Delivery Team.
- Support commercial team to prepare enquires and procure subcontract packages.
- Build effective relationships with the supply chain.
- Promote a culture of Collaboration, integration, continuous improvement and use of best practice.
- Develop and manage project scopes, schedules, and budgets related to process design and M&E interfaces.
- Review technical specifications, tender documentation, and contract deliverables.
- Lead client and stakeholder meetings, presenting technical solutions and addressing queries.
Lead Process Design & Optimisation
- Oversee and drive the conceptual and detailed process design for clean water application, ensuring compliance with regulatory standards (e.g., DWI, EA) and client specifications.
- Develop and optimise treatment strategies, including but not limited to coagulation, flocculation, clarification, filtration (rapid gravity, pressure, membrane), disinfection (chlorination, UV), pH correction, and sludge treatment.
- Undertake optioneering and feasibility studies to evaluate different treatment technologies and process configurations, presenting technically sound and commercially viable solutions.
- Act as the primary technical interface between process design and the mechanical and electrical engineering teams.
- Ensure seamless integration of process requirements with M&E components, including pumps, valves, instrumentation, control systems (SCADA/PLC), and power distribution.
- Provide process input for the selection, sizing, and specification of M&E equipment, reviewing vendor data and technical submissions.
- Participate in HAZOP, ALM, and other safety review processes from a combined process and M&E perspective.
- Provide technical support during tender clarification, Construction, commissioning, and handover phases.
Required qualifications, skills, experience
Skills & Knowledge
- Up to date knowledge of job-related health & safety
- Good working knowledge of NEC 3 & 4 contract conditions
- Significant knowledge of MEICA construction
- Experience of supply and treatment of potable water in a construction or consultancy setting
- Awareness of Health and Safety, CDM regulations, and HAZOP requirements.

- IT Microsoft Office skills -Outlook, Word, Excel, Business Collaborator
- Experience of Common Data Environments
- Understanding of different AutoCAD software packages, such as AutoCAD, Civils 3D, Navisworks, Infraworks, ReCap Pro
- Experience of using cloud based CDE’s such as BIM 360.

- Full driving license
- CSCS card Manager/Academically Qualified
