We are looking to appoint a Senior Procurement Project Manager to join our Defence team in Reading and lead the procurement of a Construction Partner for a major multibillion pound programme delivering multiple new build facilities. This is a pivotal role requiring strong leadership, commercial awareness and a deep understanding of complex construction procurement, ensuring the successful delivery of a robust, compliant and high‑performing procurement process within a dynamic and highly regulated environment.
Note: Due to the security requirements of the role, candidates must be eligible to obtain and maintain UK security clearance.
You’ll be responsible for:
- Managing the end to end procurement of a Construction Partner for a multi‑billion pound programme.
- Managing and coordinating a multidisciplinary team (project, commercial and contract specialists).
- Developing and delivering the sourcing strategy and core procurement documentation (Scope, ITP, ISIT, contracts).
- Driving the procurement programme, ensuring all milestones and deliverables are achieved.
- Chairing procurement meetings and ensuring clear actions, ownership and delivery tracking.
- Managing the full tender process, including clarifications, evaluation and moderation of submissions.
- Managing post‑tender engagement and supporting contractor selection and award.
- Ensuring alignment of procurement activities with the overall business case and delivery model.
- Managing procurement risks, including maintaining the risk register and mitigation strategies.
- Providing regular progress updates, including risks, issues and escalation where required.
- Reviewing and assuring the quality and consistency of procurement documentation across the team.
- Working closely with commercial teams to support robust financial and contractual evaluation.
You’ll need to have:
- Proven experience leading complex procurement on large construction or infrastructure programmes.
- Strong understanding of construction delivery and design integration within major projects.
- Experience of public and/or private sector procurement and complex delivery models.
- Strong knowledge of NEC4 ECC contracts and commercial principles.
- Excellent stakeholder management, leadership and communication skills.
- SC clearance (or eligibility) with the ability to operate in a secure, confidential environment.
