An MEP (mechanical, electrical, and plumbing) quantity surveyor is responsible for managing all costs related to the specialized MEP systems in construction projects. They track costs from initial estimates through to the final account settlement, ensuring the project is completed within budget and to the required quality and standards.
Pre-construction Phase
- Cost estimation: Prepare detailed and accurate cost estimates for all MEP packages based on design drawings and specifications, where required.
- Tendering and procurement: Draft tender documents, evaluate bids from subcontractors and suppliers, and negotiate contracts to ensure the most cost-effective solutions for MEP works.
- Budgeting: Develop and establish the project budget and cash flow projections and VOWD for all MEP works.
Construction Phase
- Cost control: Monitor project expenditures against the budget, track and report on costs, and implement measures to prevent cost overruns.
- Change management: Assess, value, and manage variations or changes in the MEP scope of work. They prepare and submit variation orders and manage any associated claims.
- Contract administration: Administer contracts for subcontractors and suppliers, including managing payment applications, processing invoices, and issuing payment certificates, utilising CEMAR.
- Risk management: Identify and analyse potential financial risks associated with the MEP systems and develop mitigation strategies.
- Reporting: Prepare regular financial reports, forecasts, and cost-to-complete reports for project management and other internal stakeholders.
Post-construction Phase
- Final accounts: Prepare and negotiate the final accounts for MEP works and settle any outstanding financial disputes with contractors.
- Project handover: Provide all necessary financial documentation related to the MEP systems for the project handover process.
You’ll Need To Have
- A bachelor’s degree (or equivalent) in quantity surveying, mechanical/electrical engineering, construction management, or a related field.
- Relevant experience in a building services or MEP construction environment, typically 3 or more years.
- MEP knowledge: A deep understanding of mechanical, electrical, and plumbing engineering principles, standards, and installation methods.
- Construction knowledge: Strong knowledge of general construction methods, building regulations, and industry standards.
- Software proficiency: Expertise in software such as Microsoft Office (especially Excel), cost estimation programs (e.g., CostX, Bluebeam), and project management tools.
- Contractual knowledge: Excellent working knowledge with standard contractual frameworks like bespoke forms of contract and NEC4 ECC and ECSC Options A-E.
- Numerical and analytical skills: Strong mathematical and analytical thinking to perform accurate take-offs where required, cost calculations, and financial analysis (forecasting and VOWD).

- Organisational skills: Strong planning and organisational abilities to manage multiple MEP packages and meet deadlines.
