The estimating function shall ensure that cost plans are robust, integrated, represent value for money, and are supported by consistent internal and external benchmarking data. It will also ensure that the scope of services is held as an integrated baseline (scope, cost and time) within Infrastructure Project Controls systems. The estimating function shall also assist in pricing risk and change values.
Responsibilities- Managing estimating and cost planning strategies across projects or work packages.
- Developing and refining cost plans from concept to detailed design.
- Providing specialist cost advice, benchmarking and data‑led analysis.
- Identifying cost drivers and influencing design within budget.
- Collaborating with design, construction and supply chain partners.
- Managing change control, value management and engineering activities.
- Applying risk modelling and three‑point estimating techniques.
- Producing clear reports with defined assumptions and controls.
- Experience delivering estimating and cost planning on major infrastructure projects.
- Strong cost analysis skills, including benchmarking and first‑principles estimating.
- Proven collaboration with design teams to influence cost‑effective solutions.
- Ability to produce clear estimates from limited or evolving design information.
- Confident communicator, producing concise reports and stakeholder presentations.
- Degree in quantity surveying or related discipline; RICS, CIOB or ICE preferred.
