The project

This role supports the Ministry of Justice's Accelerated Houseblocks Delivery Programme (AHDP), a c.£500 million initiative delivering new houseblocks and supporting facilities across six existing prisons in England as part of the wider government commitment to create 20,000 additional prison places.

Delivered through an Alliance model involving Mace, Kier, Wates, designers and major UK contractors, the programme promotes collaborative working and the use of Modern Methods of Construction (MMC) and Design for Manufacture and Assembly (Df MA) to drive efficiency, cost savings, carbon reduction and enhanced value for the Mo J.

As Commercial Manager, you will integrate with the wider programme delivery team, providing expert contract administration and commercial support.

You will assist Project Managers in managing NEC4 contracts, oversee CEMAR compliance, and offer strategic advice to ensure contractual obligations are met.

This role is subject to Enhanced Level 1 (EL1) security clearance, which the successful candidate must obtain prior to starting.

You’ll be responsible for

  • Developing and maintaining strong working relationships with contractors and client teams.
  • Monitoring contractor performance and ensuring compliance with contractual requirements.
  • Supporting interim payment certification processes in collaboration with client cost consultants.
  • Administering contract changes and managing CEMAR workflows to meet contractual deadlines.
  • Contributing to benchmarking and monthly performance reporting.
  • Participating in commercial meetings, reviewing early warnings and compensation events.
  • Preparing recommendations for compensation events and client changing board submissions.
  • Conducting site visits to assess completed works and attend contractor progress meetings.
  • Engaging in client meetings to review proposed changes and entitlements.
  • Providing commercial support and cost-effective solutions to internal teams and clients.

You’ll need to have

  • Demonstrated success in commercial management within the construction sector.
  • Interpersonal skills in creating, managing and maintaining relationships, able to converse to clients and peers to director level.
  • Strong contractual knowledge (NEC), confident communicator, and collaborative team player.
  • Accountable, results-driven, and committed to service excellence.
  • Previous experience of working on large schemes, delivering multiple packages of work from design through to completion.
  • Ability to demonstrate that you understand the importance of service excellence and stakeholder engagement, be able to work collaboratively with the full project team.
