Role Description

To provide to the organization (PMO, Finance, PP&C & Contracts) reliable financial planning, scheduling, tracking and performance measurement services in order to achieve optimal profitability. To develop and maintain a contractual program performance measurement baseline to ensure that timely and accurate cost and schedule analysis is performed and detailed corrective actions are taken when necessary. The PP&C Analyst reports to the Program Management Office, works in close collaboration with the Finance team, and receives professional guidance from the PP&C Headquarters in Montreal.

Responsibilities / Tasks

  • General: Execute all tasks in accordance with PP&C processes and Finance regulations. Use as guidelines the Project Management Cost & Schedule principles. Ensure that all PP&C S/W’s Tools and Databases are maintained and utilized consistently and in accordance to projects objectives and specific requirements (ERP, SharePoint, MDA intranet systems, etc.). Ensure that all Reports (Monthly, Quarterly) data are updated, consistent and error‑free.
  • Planning: In collaboration with Program Managers and Line Managers, plan contract activities according to the work breakdown structure. Assist in the creation of the Project Schedule, when required. Provide detailed cost and schedule analysis, as well as variance summaries against the program performance baseline, to identify problem areas requiring corrective action. Establish the project Performance Measurement Baseline. Implement the Earned value method for tracking program performance.
  • Control: Provide cost and schedule data for inclusion in program or division-level reports to meet reporting requirements. Maintain the program Baseline with the incorporation of any approved change of scope (CSP’s). Maintain and monitor detailed costs & schedules (C/S) on a regular basis (Monthly/Quarterly). Establish new Forecasts and estimates at completion on a regular basis (Monthly). Provide detailed Cost/Schedule variance analysis and Cost/Schedule performance indices from the earned value application principles. Identify potential problem areas and support any corrective actions, when required. Implement and review project financial and performance inputs for official reports issuance - Monthly program Review package, Financial Forecast report, EAC Delta Report, and Quarterly Assessments. Customer and supplier Milestone Monitoring and forecast. Project Procurement assessment and forecast. Manpower forecast assessment and review. Project Risk and Project Management reserve Assessment. Issue other PP&C, PMO or Financial minor reports when required.

Minimum Required Qualifications

  • Bachelor’s degree in Business, Commerce, Science (or equivalent) and 4-5 years of relevant experience in program planning, scheduling, and related software tools.
  • Strong planning and scheduling skills.
  • Strong Project cost accounting abilities and understanding of finance principles.
  • Proficient in Microsoft Office applications, particularly Excel; working knowledge of Visual Basic is an added advantage.
  • Basic understanding of contract “terms & conditions” and their relation to project accounting and planning.
