CODE ENFORCEMENT OFFICER/HOUSING INSPECTOR (PART-TIME)

SALARY

$50.00 – $60.00 hourly

POSITION SUMMARY

This is a part-time, non-benefited position with 8-10 hours per week (may include evenings/weekends). Flexible scheduling may be required, including evening and weekend work depending on City needs. The Part-Time Code Enforcement Officer is responsible for performing field and office work in support of the City’s code compliance program. This position investigates complaints and enforces municipal codes, ordinances, and regulations related to zoning, property maintenance, signage, business licensing, and other public nuisance laws to ensure the safety and quality of life in the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Investigate complaints and proactively patrol for potential violations of city codes and ordinances (e.g., zoning, property maintenance, public nuisances, signage, illegal dumping, etc.).

Conduct on-site inspections of residential, commercial, and public properties.

Educate property owners, tenants, and businesses on compliance requirements.

Issue notices of violation, citations, and other enforcement documents.

Maintain detailed records of inspections, complaints, violations, and correspondence.

Attend hearings or court proceedings as necessary to testify or present evidence.

Work cooperatively with other city departments and external agencies.

Provide excellent customer service when interacting with the public.

Prepare written reports and updates.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Working knowledge of municipal codes, ordinances, and inspection techniques.

Ability to read and interpret maps, zoning codes, and legal descriptions.

Strong communication, negotiation, and conflict resolution skills.

Ability to remain calm and professional in confrontational situations.

Proficient in basic computer applications (email, Microsoft Office, etc.).

Ability to work independently and manage time efficiently.

Ability to write clear, accurate, and concise reports.

MINIMUM REQUIREMENTS – EDUCATION CERTIFICATION AND EXPERIENCE

High school diploma or equivalent required. Some college coursework in criminal justice, public administration, or a related field preferred. Prior experience in code enforcement, law enforcement, inspection, or a related field is preferred.

Valid driver’s license with a clean driving record.

Certification as a Code Enforcement Officer (e.g., from a state or national association) preferred or ability to obtain within a specified time after hire.

WORK ENVIRONMENT

Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and operating motor vehicles or equipment; work frequently requires exposure to outdoor weather conditions and occasionally requires working in high, precarious places and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

Work is performed in both office and outdoor environments. Exposure to inclement weather, dust, odors, and potentially hostile individuals.

Regularly requires standing, walking and using hands to handle or feel, frequently requires sitting, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.
