Role Purpose

M Squared is one of Scotland's fastest-growing commercial landscaping, groundworks and civils contractors, delivering complex, high-profile projects for main contractors, developers and public sector clients across the UK. As we scale toward our next growth milestone, we're looking for a Bid Writer & Compliance personnel to own the full bid lifecycle — from inbound tender enquiry through to award and prestart handover — while ensuring our accreditations, compliance documentation and CRM data are always audit-ready. This is a hybrid role combining hands-on bid coordination with ownership of company compliance standing, sitting at the centre of our growth strategy.

Key Responsibilities

• Manage all inbound tender enquiries end-to-end, tracking deadlines, submission requirements and internal ownership through to award.
• Coordinate contributions from estimating, commercial, technical and operational teams to produce clear, compelling and compliant submissions.
• Own bid quality control — proofing, formatting and version control — so every submission reflects M Squared's brand and professional standard.
• Maintain and grow a reusable bid content library (method statements, CVs, case studies, accreditation evidence) to speed up future submissions.

PQQ & Compliance

• Complete pre-qualification questionnaires (PQQs) and SSIP/supply chain assessments, ensuring accuracy and consistency with current accreditation evidence.
• Own and maintain company accreditations and certifications (e.g. CHAS, Constructionline) keeping renewal dates, evidence packs and portal records current.
• Act as the central point of contact for compliance audits and client due-diligence requests, coordinating input from HSQE, HR and commercial teams.

CRM System Management & Reporting

• Maintain the CRM as the single source of truth for live and historical bid activity, contacts and opportunity pipeline.

New Business Development

• Proactively identify and track relevant public and private sector tender and framework opportunities via portals such as Public Contracts Scotland, Find a Tender and sector-specific frameworks.
• Build and maintain relationships with procurement contacts, framework hosts and key public sector clients to support pipeline growth.
• Share market intelligence on upcoming opportunities, competitor activity and framework renewals with the senior team.

Prestart/ Preconstruction

• Liaise with the preconstruction and delivery teams to feed lessons learned back into future bid content and strategy.

Essential Experience - Non Negotiable

• Proven bid or tender coordination experience — managing inbound tender enquiries and the end-to-end bid process under tight deadlines.
• Hands-on experience completing pre-qualification and compliance submissions — including PQQs, SSIP assessments and framework compliance documentation.
• Working knowledge of public and/or private sector procurement processes — ideally within construction, groundworks, landscaping or a related built-environment sector.
• Excellent written communication skills, able to draft persuasive, accurate bid content — with the discipline to manage several live submissions in parallel.
• Confident CRM and bid-tracking system management — for accurate pipeline tracking and reporting.
• Strong proficiency in Microsoft Office — Word, Excel, and ideally design/formatting tools (e.g. Adobe InDesign) for polished submission documents.
• Experience owning company-wide accreditations rather than just contributing evidence to them.
• Familiarity with Scottish and UK public sector frameworks.
• Background in business development, sales support or procurement within construction.
