The Role

Due to continued growth and expansion within Doocey Traffic Management (DTM), we are seeking an experienced Health & Safety Manager to provide dedicated leadership and expertise across our highways traffic management operations.

This is a newly created role that reflects the increasing scale, complexity and strategic importance of our traffic management business. Reporting directly to the Group SHEQ Director, the successful candidate will be responsible for leading all aspects of health, safety and compliance within DTM, ensuring alignment with Group policies, procedures and management systems, whilst maintaining compliance with traffic management specific legislation, industry standards and client requirements.

The role will work closely with operational management teams, supervisors and frontline employees across multiple depot locations, providing visible leadership, expert guidance and assurance that health, safety and wellbeing remain at the forefront of everything we do.

This position offers a blend of remote working, depot-based support and site visits, requiring regular travel to operational locations to drive consistency, compliance and continual improvement throughout the business.

Responsibilities

• Lead the development, implementation and continuous improvement of DTM’s Health and Safety Strategy.
• Ensure all activities operate in accordance with Doocey Group policies, procedures and management systems.
• Maintain compliance with ISO 9001, ISO 14001 and ISO 45001 requirements, supporting audits, management reviews and continual improvement initiatives.
• Act as the principal Health and Safety advisor for the Traffic Management business.
• Provide professional support and guidance to operational management and senior leadership teams.
• Ensure traffic management operations comply with all relevant legislation, codes of practice and industry standards including Chapter 8, Safety at Street Works and Road Works Code of Practice, NHSS requirements and client specifications.

• Lead the development, review and approval of Risk Assessments, Method Statements, Safe Systems of Work and Traffic Management Plans.
• Ensure operational controls remain proportionate, effective and compliant with evolving industry requirements.
• Conduct site inspections, safety tours and operational reviews across all DTM locations.
• Identify emerging risks and implement proactive measures to prevent incidents and improve operational performance.

• Lead investigations into accidents, incidents, near misses, unsafe acts and RIDDOR-reportable events.
• Conduct root cause investigations and implement corrective and preventive actions to prevent recurrence.
• Present investigation findings, trends and strategic recommendations to senior management.
• Support claims defensibility through the collection and preservation of relevant evidence and records.

• Design, implement and manage the DTM audit and assurance programme.
• Conduct depot, site and management system audits to ensure consistent compliance standards.
• Monitor and report on key performance indicators including:

• Accident Frequency Rates
• Near Miss Reporting
• Safety Observations
• Audit Compliance
• Corrective Action Closure
• Training Compliance

• Produce regular performance reports, trend analysis and executive summaries for senior leadership.

• Promote a positive and proactive safety culture throughout the organisation.
• Develop and deliver safety campaigns, stand-downs, briefings and awareness initiatives.
• Encourage workforce engagement and consultation on health and safety matters.

• Identify training and competency requirements, maintaining training matrices and compliance records
• Manage and enhance employee induction programmes.
• Support the development of supervisors, managers and operational teams through coaching and mentoring.
• Ensure compliance with Lantra, NHSS and client‑specific competency requirements.

• Lead occupational health programmes and wellbeing initiatives.
• Manage health surveillance requirements and associated compliance.
• Promote mental health awareness and employee support programmes.
• Ensure employee wellbeing remains integrated within operational planning and delivery.

Qualifications & Training

• Minimum 5 years’ experience in a Health & Safety management role.
• Significant experience within Traffic Management, Highways or Civil Engineering sectors.
• NEBOSH General Certificate (minimum).
• Lantra Traffic Management qualification(s).
• Strong understanding of:
• Chapter 8
• Street Works legislation
• NHSS requirements
• ISO 45001 management systems
• Incident investigation techniques
• Full UK Driving Licence.
• Willingness to travel throughout the operational business.

Desirable Qualifications

• NEBOSH Diploma or equivalent.
• GradIOSH or Chartered IOSH membership.
• Auditor qualification (ISO 9001, 14001 or 45001).
• Mental Health First Aid qualification.
• Temporary Traffic Management design or operational experience.
