Location: Shrewsbury (Hybrid – ideally 1–2 days per week on site, negotiable)

Rate: £432.31 per day PAYE + holiday pay

Hours: 37 hours per week (Monday–Friday, 9:00am–5:30pm)

Contract: 13 July 2026 – 1 January 2027 (Immediate Start)

Lynx Employment Services are recruiting on behalf of our public sector client for an experienced Programme Management Officer to lead the implementation of a new organisational structure and drive programme governance across a major transformation programme. This is an excellent opportunity for an experienced PMO professional with a strong background in programme governance, organisational change and transformation within a local authority or complex public sector environment.

The Role

Your immediate priority will be leading the implementation of a new organisational structure, establishing effective programme management approaches and ensuring robust governance across transformation projects. Working closely with senior leaders, you will develop programme frameworks, monitor delivery, manage risks and dependencies, and ensure projects are delivered to agreed timescales, budgets and quality standards.

Key Responsibilities

  • Lead the implementation of a new organisational structure and associated programme activity.
  • Develop and embed PMO governance, standards, methodologies and reporting.
  • Monitor programme delivery, risks, issues and dependencies.
  • Produce programme dashboards and performance reporting.
  • Work with senior stakeholders to prioritise programmes and resources.
  • Support business case development and benefits realisation.
  • Introduce improved processes, digitisation and automation where appropriate.
  • Conduct programme health checks and continuous improvement reviews.
  • Ensure effective programme planning, financial monitoring and governance.
  • Build strong relationships across services and external partners.

Essential Experience

We are looking for candidates who can demonstrate:

  • Significant experience working within a Programme Management Office (PMO).
  • Experience leading large-scale organisational change or transformation programmes.
  • Strong programme governance and portfolio management experience.
  • Excellent stakeholder management skills with senior leadership teams.
  • Experience developing PMO frameworks, standards and reporting.
  • Strong risk, issue and dependency management.
  • Experience producing executive-level reports and dashboards.
  • Ability to work independently whilst influencing multiple stakeholders.
  • Previous Local Authority or wider Public Sector experience is highly desirable.

Working Arrangements

Hybrid working. Ideally 1–2 days per week based in Shrewsbury (SY2) (negotiable). Immediate start available. 37 hours per week.
