# Corporate Finance Manager – Local Authority

Location: Rugby, Warwickshire (Hybrid Working) Contract: 6 Months Hours: 37 hours per week Rate: Competitive / Flexible – Dependent on Experience IR35 Status: Inside IR35 Start Date: ASAP

### About the Role

We are currently recruiting for an experienced Corporate Finance Manager to join a local authority in Rugby on an initial 6-month contract.

This is a highly hands-on role requiring a technically strong, fully qualified accountant with recent experience working within a District or Borough Council .

The successful candidate will take responsibility for a wide range of corporate finance functions, ensuring the effective delivery of statutory financial reporting, accounting processes and financial management activities.

Please note: This is not a purely managerial or supervisory position. The client is looking for someone who is confident undertaking technical accounting work directly, including the preparation and production of the Statement of Accounts.

### Key Responsibilities

  • Lead and undertake the preparation and production of the Council's annual Statement of Accounts.
  • Manage and support the external audit process, responding to audit queries and ensuring compliance with statutory requirements.
  • Oversee and undertake VAT accounting and returns.
  • Prepare and submit Construction Industry Scheme (CIS) returns.
  • Maintain and reconcile the Fixed Asset Register.
  • Manage Accounts Payable functions and associated financial processes.
  • Take responsibility for Treasury Management and banking activities.
  • Monitor and manage cash flow.
  • Prepare and submit DELTA returns and Whole of Government Accounts (WGA).
  • Ensure accurate financial reporting and compliance with local government accounting requirements.
  • Provide hands-on technical accounting support across all corporate finance functions as required.

### Essential Requirements

Fully qualified accountant with current membership of a recognised professional accounting body (e.g. CIPFA, ACCA, ACA or CIMA). Recent and substantial experience working within a District or Borough Council – essential. Proven experience personally preparing and producing local authority Statements of Accounts. Strong technical accounting knowledge and experience across corporate finance functions. Experience supporting external audits and statutory financial reporting. Ability to work independently, manage competing priorities and deliver to tight deadlines. Willingness to undertake operational accounting tasks rather than solely managing or delegating responsibilities. Flexible approach with the ability to travel to meetings across the county when required.

### Working Arrangements

The role will operate on a hybrid basis, with the following expectations:

Initial 2 weeks: Approximately 4 days per week on-site in Rugby to support induction, understand current processes and meet key stakeholders. Ongoing: Typically 2–3 days per week on-site, depending on business requirements. Candidates must be flexible and willing to attend additional meetings across the county when necessary.

### Contract and Pay

This is an initial 6-month contract , working 37 hours per week, and falls Inside IR35 .
