Lynx Employment Services are recruiting on behalf of our public sector client for an experienced Finance Business Partnering Manager to provide strategic financial leadership and lead a high-performing team of finance professionals supporting complex council services. This is an excellent opportunity for a qualified finance professional with strong business partnering, leadership and transformation experience to support the delivery of financial planning, governance and service improvement across a large local authority.

The Role

Reporting to the Head of Financial Services, you will lead a team of Business Partnering Accountants and Assistant Business Partnering Accountants, providing financial advice and challenge to senior stakeholders while driving continuous improvement across the finance function. You will play a key role in supporting budget setting, financial performance, transformation programmes and strategic decision-making across the organisation.

Key Responsibilities

  • Lead, manage and develop a high-performing Finance Business Partnering team.
  • Provide strategic financial leadership across complex service areas.
  • Deliver effective financial business partnering to Directors and senior managers.
  • Support revenue and capital budget setting, forecasting and financial monitoring.
  • Produce meaningful financial insight, reporting and performance dashboards.
  • Ensure compliance with financial regulations, governance and audit requirements.
  • Support business cases, transformation programmes and savings initiatives.
  • Drive continuous improvement through process optimisation and use of technology.
  • Build strong relationships with finance colleagues and operational services.
  • Identify financial risks, opportunities and value for money improvements.

Essential Requirements

  • CCAB or CIMA qualification with significant post-qualification experience.
  • Strong experience managing and developing finance teams.
  • Experience delivering change and transformation within a finance function.
  • Extensive business partnering experience supporting complex services.
  • Excellent knowledge of financial management, governance, business planning and risk management.
  • Outstanding communication and stakeholder management skills.
  • Strong organisational and planning abilities.
  • Proven problem-solving and decision-making capability.
  • Excellent leadership skills with the ability to inspire high performance.
  • Commercial awareness with a focus on value for money.
  • Ability to understand organisation-wide impacts and support strategic decision-making.

Desirable

  • Previous Local Government finance experience.

Working Arrangements

Agile and flexible working. Travel to various office locations across Oxfordshire as required. The post is not politically restricted. Initial contract to September 2026, with a strong possibility of extension up to six months.
