Our client is looking for an INTERIM SERVICE MANAGER TRANSFORMATION OFFICE AND PORTFOLIO DELIVERY on an initial six-month assignment

The postholder will work in close partnership to support the Assistant Director for Transformation, Chief Operating Officer and Strategic Leadership Team to strengthen governance, delivery confidence, benefits realisation and long-term organisational capability across the Future Sheffield portfolio.

The role will be hosted within the Transformation Service and will support the Assistant Director's overall leadership of the function while providing dedicated focus on the operation, effectiveness and future development of the Transformation Office.

Requirements

  • Lead the Transformation Office
  • Provide day-to-day support of leadership of the Transformation Office and Future Sheffield portfolio management arrangements.
  • Strengthen operational grip, governance, planning, assurance, reporting and delivery discipline across the portfolio.
  • Ensure senior leaders receive clear, evidence-based information on delivery confidence, risks, dependencies, progress and outcomes.
  • Establish a strong culture of accountability, pace and delivery focus across the portfolio.
  • Strengthen Council Ownership and Oversight
  • Act as the Council's senior client-side lead for the Transformation Office.
  • Strengthen oversight of externally provided transformation support and ensure commissioned activity delivers clear value and outcomes.
  • Ensure there is appropriate challenge, assurance and performance management around all externally delivered activity.
  • Support the Council to maintain ownership of strategic direction, priorities, decisions and delivery confidence.
  • Develop the Future Sheffield Roadmap
  • Create a clear three-year view of the Future Sheffield transformation portfolio aligned to the Medium-Term Financial Strategy.
  • Work with Directors, Finance and programme sponsors to identify the programmes, sequencing and dependencies required to deliver transformational change and financial sustainability.
  • Identify gaps, overlaps, risks and capacity constraints across the portfolio.
  • Ensure transformation activity is focused on sustainable operating model change, service redesign, productivity and improved outcomes.
  • Create a Resource and Capability Plan
  • Assess the capacity and capability required to deliver Future Sheffield over the next three years.
  • Map delivery demand, resource requirements and organisational capacity across the transformation portfolio.
  • Identify likely capability gaps and resourcing pressures.
  • Recommend the future balance between permanent internal capability and specialist external support.
  • Co design the Future Transformation Office
  • Assess the effectiveness of the current operating model.
  • Develop a clear vision and operating model for a sustainable Council-led Transformation Office.
  • Establish the capabilities, structures, governance and ways of working required for the future.
  • Ensure knowledge, intellectual property, methodologies and organisational learning are embedded within the Council.
  • Deliver a Sustainable Transition Plan
  • Develop a phased and deliverable roadmap for strengthening internal transformation capability over time.
  • Identify the capability, leadership, systems and processes that should be retained permanently within the Council.
  • Support knowledge transfer and capability development across the organisation.
  • Leave behind a Transformation Office that is stronger, more sustainable and less dependent on external support while maintaining delivery confidence and momentum.

Experience: An exceptional transformation leader with a proven track record of leading large-scale organisational transformation within local government or similarly complex public sector organisations The successful individual will bring experience of:

  • Leading organisation-wide transformation portfolios
  • Building and leading Transformation Offices
  • Delivering transformation linked to financial sustainability and savings programmes
  • Working with corporate leadership teams, elected members and external partners
  • Strengthening governance, assurance, benefits realisation and delivery capability
