Our client is looking for a Development Management Team Leader for Planning.

About the Role: An opportunity has arisen for an experienced Team Leader to provide temporary cover within a Development Management team. The role will focus primarily on operational leadership, ensuring the effective delivery of planning services and maintaining service standards during a period of temporary absence.

The successful candidate will support the management of planning applications, oversee workload allocation, review and sign off work, and respond to changes in legislation, policy, and process.

Key Responsibilities

  • Lead the operational delivery of planning services
  • Allocate and monitor workloads across the team
  • Review, manage, and sign off planning applications and reports
  • Oversee complex and strategic planning casework
  • Support service delivery and performance objectives
  • Respond to process, policy, and legislative changes affecting planning functions
  • Provide technical guidance and support to planning officers

The role has a reduced people-management requirement and is focused primarily on operational oversight rather than formal staff management activities such as appraisals and regular one-to-one meetings.

Candidate Requirements:

  • Significant experience within Development Management or a similar planning environment
  • Proven experience managing and determining major residential and commercial planning applications
  • Strong technical planning knowledge with the ability to review and sign off work to a high standard
  • Experience providing operational oversight and leadership within a planning team
  • Excellent organisational, decision-making, and stakeholder management skills

Qualifications

  • Professional planning qualifications and/or professional membership are desirable
  • Extensive relevant experience within a local authority planning environment will be considered equally important and may substitute for formal qualifications where appropriate

Caseload

  • Management of a portfolio of approximately 15-20 planning cases
  • Caseload will primarily consist of strategic, complex, or major applications
  • Flexibility may be available depending on experience and capacity

Working Arrangements

  • Hybrid working arrangement available
  • Some office attendance will be required for meetings and collaboration
  • Site visits will form part of the role
  • Flexible arrangements can be considered for candidates based outside the immediate area, subject to business requirements

Contract Details

  • Fixed-term cover position
  • Expected duration until approximately March of the following year, subject to service requirements and return of the substantive post-holder.
  • Suitable candidates will be considered regardless of geographic location, provided they can meet the requirements of the hybrid working arrangement.
