Lynx Employment Services are recruiting on behalf of our public sector client for an experienced Finance Business Partnering Manager to provide strategic financial leadership and lead a high-performing team of finance professionals supporting complex council services. This is an excellent opportunity for a qualified finance professional with strong business partnering, leadership and transformation experience to support the delivery of financial planning, governance and service improvement across a large local authority.
The Role
Reporting to the Head of Financial Services, you will lead a team of Business Partnering Accountants and Assistant Business Partnering Accountants, providing financial advice and challenge to senior stakeholders while driving continuous improvement across the finance function. You will play a key role in supporting budget setting, financial performance, transformation programmes and strategic decision-making across the organisation.
Key Responsibilities
- Lead, manage and develop a high-performing Finance Business Partnering team.
- Provide strategic financial leadership across complex service areas.
- Deliver effective financial business partnering to Directors and senior managers.
- Support revenue and capital budget setting, forecasting and financial monitoring.
- Produce meaningful financial insight, reporting and performance dashboards.
- Ensure compliance with financial regulations, governance and audit requirements.
- Support business cases, transformation programmes and savings initiatives.
- Drive continuous improvement through process optimisation and use of technology.
- Build strong relationships with finance colleagues and operational services.
- Identify financial risks, opportunities and value for money improvements.
Essential Requirements
- CCAB or CIMA qualification with significant post-qualification experience.
- Strong experience managing and developing finance teams.
- Experience delivering change and transformation within a finance function.
- Extensive business partnering experience supporting complex services.
- Excellent knowledge of financial management, governance, business planning and risk management.
- Outstanding communication and stakeholder management skills.
- Strong organisational and planning abilities.
- Proven problem-solving and decision-making capability.
- Excellent leadership skills with the ability to inspire high performance.
- Commercial awareness with a focus on value for money.
- Ability to understand organisation-wide impacts and support strategic decision-making.
Desirable
- Previous Local Government finance experience.
Working Arrangements

- Initial contract to September 2026, with a strong possibility of extension up to six months.
