Doncaster, South Yorkshire (DN1) Until March 2027 Monday to Friday | 9:00am 5:00pm £227.34 per day (PAYE) Lynx Employment Services are recruiting on behalf of our client for an experienced Development Management Team Leader (Planning) to provide maternity cover within a busy Local Authority Planning Service. This is an excellent opportunity for an experienced planning professional to lead a team of Planning Officers while managing a small portfolio of strategic planning applications. You will play a key role in delivering a high-quality, legally robust planning service, supporting economic growth and sustainable development across the borough.
The Role
- Lead and support a team of Principal, Senior and Planning Officers, ensuring planning applications are processed efficiently, performance targets are achieved, and high professional standards are maintained.
Key Responsibilities
- Lead, supervise and develop a team of Development Management Officers.
- Determine complex and strategic planning applications under delegated powers.
- Provide expert planning advice to Members, stakeholders, developers and the public.
- Manage Planning Committee reports and support committee processes.
- Oversee planning appeals, including Written Representations, Hearings and Public Inquiries.
- Support planning enforcement decisions and ensure compliance with planning legislation.
- Monitor service performance and implement improvements to planning processes.
- Manage complaints, Ombudsman investigations and customer enquiries.
- Provide pre-application advice for major developments.
- Carry out site visits and represent the Council at meetings and public events.
Essential Requirements
- Degree (or equivalent) in Town Planning or a related discipline.
- Full RTPI membership (or clear evidence of working towards membership).
- Significant Development Management experience within a Local Authority.
- Extensive knowledge of planning legislation, policy and development management.
- Experience managing complex and contentious planning applications.
- Previous supervisory or team leadership experience.
- Experience preparing and presenting evidence at Planning Appeals or Public Inquiries.
- Strong leadership, communication and decision-making skills.
- Commitment to continuous professional development.
