We are recruiting for an experienced Commercial Compliance & Assurance Project Lead to lead a significant procurement and contract management transformation project within a large public-sector organisation. The organisation is developing a new hub-and-spoke Procurement and Contract Management model and requires an experienced commercial professional to design and implement a robust, proportionate commercial governance, compliance and assurance framework.

The Role

This is a project-focused senior position with responsibility for taking the compliance and assurance framework from design through implementation, pilot and handover. Key responsibilities will include:

  • Designing an organisation-wide approach to commercial compliance and assurance
  • Developing appropriate governance processes, controls and documentation
  • Ensuring procurement activity complies with relevant procurement legislation and regulations
  • Ensuring adherence to Procurement Policy Notes (PPNs), internal procedures, delegated authorities and contract rules
  • Developing a proportionate assurance process for procurement and contract management decisions
  • Ensuring appropriate oversight around risk, value for money and organisational priorities
  • Managing a pilot implementation within one service area
  • Monitoring compliance and capturing lessons learned from the pilot
  • Refining processes and controls following implementation
  • Developing and delivering commercial compliance and assurance training
  • Producing a final report detailing benefits, findings and recommendations
  • Handing over the completed framework to the permanent team

Compliance & Governance

The successful candidate will also:

  • Ensure procurement transparency requirements are met
  • Lead development and maintenance of procurement and contract management templates
  • Develop guidance and information for internal and external platforms
  • Analyse performance information to identify opportunities for improvement
  • Represent the organisation at relevant governance and compliance forums
  • Work with procurement colleagues to identify inefficiencies and develop improved guidance
  • Provide coaching and mentoring to procurement apprentices

About You

We are looking for an established commercial/procurement governance professional, rather than simply an experienced operational buyer. You should ideally have strong experience in:

  • Public-sector procurement
  • Commercial governance, compliance and assurance
  • Procurement and contract management frameworks
  • Current UK procurement legislation and regulatory requirements
  • Designing and implementing controls, processes and governance frameworks
  • Procurement transparency and reporting
  • Risk-based commercial assurance
  • Stakeholder engagement at senior level
  • Developing policies, procedures, templates and guidance
  • Delivering training and embedding new ways of working
  • Managing transformation or improvement projects

Experience implementing commercial governance across a local authority or similarly complex public-sector organisation would be particularly valuable. This is a predominantly remote assignment with occasional travel to Shrewsbury. £360.34 per day | 37 hours per week | Predominantly Remote | Contract
